The post holder will work within legal policies and protocols to effectively monitor the Local Counter Fraud service within the Health Board.
The post holder will be a qualified Local Counter Fraud Specialist (training will be provided) and will lead on detection and investigation of potential fraud issues that arise.
The post holder will provide vision and leadership in the development and implementation of the Health Board's overall Local Counter Fraud agenda.
They will be responsible for planning a broad range of activities within the Finance Directorate's Counter Fraud Department, including collaborative working across the sector and complex capacity planning. They will managerially report to the Executive Director of Finance, and operationally report to the Finance Director - Operational.
The post holder will manage, lead and motivate the Counter Fraud Team to ensure a high standard of professionalism, efficiency and effectiveness in the delivery of the counter fraud agenda/strategy. This will include appropriately organising, prioritising and allocating work within the Team, appraisal, discipline, training and recruitment.
The post holder will also lead on the development of a Counter Fraud culture across the Health Board by designing and delivering communication and training strategies that aim to increase awareness and deterrent of fraud and raising the profile of the counter fraud service across divisions and localities, within North Wales.
Main duties of the jobTo direct, lead and motivate the Health Board's Local Counter Fraud team to ensure a high standard of professionalism, efficiency and effectiveness in the delivery of the Local Counter Fraud service. This will include coaching and mentoring, resource planning, standard setting, performance management, team and individual development.
Ensure that the Health Board's aims and objectives are clearly communicated to the staff within the teams.
Ensure that the Counter Fraud Team is proactive and influential in its contribution to the Health Board's strategic agenda of reinforcing the culture of fraud awareness, probity and control across the organisation.
Lead the team to ensure a culture of continuous improvement and professional excellence is achieved.
Develop and empower all members of the team to perform to high standards and innovate.
The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Person SpecificationQualificationsMasters Education or equivalent level of knowledge, training and significant experienceProcedures applicable to the successful management of criminal, civil investigations and disciplinary investigations, a proven track record in this area. Knowledge of: o U.K. law as it relates to corruption, bribery and fraudulent activity o Preparation of case files for submission to solicitors and barristers. o Experience of dealing with highly complex and politically sensitive issues within a large organisationExperience of completion of the Criminal Justice System MG forms.Evidence of advice provided to finance and non-finance managers on counter fraud matters, providing detailed advice and guidance.Experience of planning and implementing long-term strategy and annual Workplans.Data Analytics training or experience of the delivery of Data Analytics outcomes.Evidence of further specialist training and experience.Specialist knowledge of NHS legislation and NHS finance policies.Knowledge and experience in a NHS finance environment.ExperienceNHS / public sector experience.Managerial experience in the arena of criminal / internal including disciplinary investigations.Able to present relevant information in a concise and persuasive formatExcellent interpersonal skills demonstrating credibility, influence and political acumen; building and maintaining effective relationships across all grades and disciplines and within a wide variety of circumstances.Disclosure and Barring Service CheckThis post is subject to the Rehabilitation of Offenders Act (Exceptions Order) 1975 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service (formerly known as CRB) to check for any previous criminal convictions.
