Health Center Manager, Family Planning and Abortion Services
The Health Center Manager is responsible for the successful operation of the assigned Health Center, supervision of health center staff, and monitoring all agency programmatic and fiscal goals. The Health Center Manager will maintain in these activities a customer service orientation and comply with the protocols, policies, and procedures of Planned Parenthood of Illinois. This position works under the supervision of the Regional Director of Clinical Operations.
Essential Functions:
1. Under direction of the Regional Director of Clinical Operations, oversee personnel, systems and facilities with the purpose of achieving agency programmatic and fiscal goals specific to Planned Parenthood of Illinois' (PPIL) Health Centers as assigned; maintain in these activities a customer service orientation and comply with the protocols, policies, and procedures of PPIL.
2. Accept individual and joint responsibility for, and lead the Health Center's efforts to achieve:
• annual plan (medical visit goal-FP and AB client visit goal)
• family planning visit length of one hour or less;
• abortion visits of three hours or less in length;
• 2.5 clinician visits per hour
• RVU of 8.5/clinician hour for each month
• annual health center fiscal goals in revenue, expenses, and contribution margin
• compliance with all organizational quality assurance guidelines and federal regulations including OSHA and CLIA
3. Administer the abortion and family planning services programs to:
a. achieve agency goals in terms of numbers of patients served and net financial contribution from operations;
b. meet internal, PPFA, and governmental standards for quality, quality assurance, and risk management;
c. cultivate in staff an understanding and support of agency goals, and the primary desire to participate in the achievement of these goals.
4. Hire, train, supervise, and evaluate staff who understand, commit to, and practice a customer-oriented approach to health care delivery, and in accordance with the PPIL Personnel Policies and other directives of the Human Resources Department; regularly apprise staff of agency developments and cultivate staff participation in problem identification and resolution.
5. Construct the weekly staff schedule of all employees, while paying attention to individual staff member strengths in specific areas. Oversee all areas of the health center with respect to flow and patient care. Process all staff members' time off requests, ensuring that there is always adequate coverage in all areas of the health center.
6. Demonstrate commitment to enhancement of staff skills, leadership development, capabilities, job knowledge and, where possible, opportunity for advancement.
7. Through direct supervision, enable health center management team to independently:
a. identify and meet customer needs within fiscal parameters;
b. manage annual operating plans and budgets;
c. provide consistent, empowering, and motivating personnel supervision;
d. observe, describe, and resolve emerging problems;
e. observe, describe, and successfully develop opportunities to improve operations and fiscal performance
f. implement new programs/services as well as program improvements.
8. Analyze health center trends and make adjustments to health center operations and finances accordingly to support overall agency and consumer service objectives.
9. Maintain an efficient health center chart management system, including chart check, transfers, and purging.
10. Maintain data collection systems, including:
• daily clinic log/service summary
• quality assurance/problem logs
• occurrence reports
11. Ensure timely delivery of data to administrative offices, and undertake analysis of data to achieve annual operating, customer service, and financial goals.
12. With highest accuracy, execute and record financial transactions.
13. Oversee and execute financial and risk management activities including depositing and reporting of receipts, and maintenance of internal controls and appropriate safety measures.
14. Ensure timely submission of third-party payer claims forms, as well as accurate and budget compliant administration of private patient subsidy funds.
15. In order to maintain quality patient services and meet appropriate quality standards, ascertain that health center audits achieve appropriate compliance rates. If compliance rates fall short, develop and implement corrective action plans immediately.
16. Manage and provide for the pro-active maintenance of professional-appearing, clean, and fully functional Health Center facilities.
Other Responsibilities:
17. Maintain a detailed understanding of, and ensure compliance with, all federal, state, and local regulations pertaining to the operations of the Health Center, including OSHA, CLIA, Illinois Clinical Laboratory Act, and Illinois regulations effecting health care facilities.
18. Participate in the team of Health Center Managers in the identification of new systems or system improvements, as well as problem identification and resolution, which enhances the operations of the medical program.
19. Partner with internal and external stakeholders to build and maintain community relationships, including representing PPIL in media interviews, community outreach, public policy initiatives, recruitment events, etc. as needed.
20. Take personal responsibility to remain informed about family planning methods, abortion issues and technology, services offered by PPIL, and PPIL protocols, policies and procedures, to give regular feedback to the supervisor regarding training and continuing education needs.
21. Through these activities demonstrate an understanding of and commitment to PPIL core values of access, activism, care, confidentiality, diversity, excellence, integrity, respect, self-determination, and stewardship; practice these values in relations with internal and external customers.
22. Perform other duties as assigned.

Status: Full-time, exempt from the overtime provisions of wage and salary regulations.
Qualifications:
Education:
Bachelor's degree preferred, with course work in administration or marketing desirable.
Experience:
Three to five years' managerial experience in health care or other customer-service business; track
record of developing, implementing, and evaluating annual and long-term operating and fiscal plans
highly desirable.

Commitment to the efficient and customer-oriented provision of services, as well as commitment to the operating goals of Planned Parenthood of Illinois.
Excellent communication skills, both written and verbal. Strong leadership, supervisory, and organizational skills.
Creativity, initiative, and decision-making skills. Bi-lingual ability in Spanish is helpful.
High energy level and ability to foster teamwork both in the center and work as part of the PPIL management team.
Must be willing and able to work a schedule that may include evening and weekend hours, and to work at other PPIL centers if needed.
