Housing Hope and HopeWorks agencies are the major non-profit developer of affordable housing and provider of human services in Snohomish County and Camano Island. Our mission is to promote and provide affordable housing and tailored services to reduce homelessness and poverty for residents of Snohomish County and Camano Island. We achieve this through a variety of interventions including social enterprises, children's services, subsidized housing opportunities and services, employment, education, and training services.

Purpose:
The Housing Developer is responsible for providing expertise and assisting with activities related to multifamily housing development and asset management activities for Housing Hope and Housing Hope Properties. In addition to the responsibilities listed below, the Housing Developer assists senior management in helping establish program goals and objectives and helps resolve operational challenges that may delay or impair these goals and objectives. These functions include project management in the development of new affordable rental housing projects and assisting in the management of the long-term viability of the existing affordable housing portfolio.

• Provide technical expertise, leadership, and assistance for development projects so as to meet project goals and deadlines.
• Partner with staff in Multifamily Housing Development, Asset Management, and Team HomeBuilding; help assist the work plan and ongoing project performance for each project as assigned.
• Assist the Chief Housing Officer by providing strategic planning input for future housing development activities;
• Identify property suitable for new housing developments and assist 
Chief Housing Officer in creating/proposing purchase agreements for consideration by the Agency;
• In consultation with staff, prepare bid solicitations, review bids, and establish contracts for all work to be done by suppliers and subcontractors.
• Assist Housing Development staff in the feasibility analysis of potential new multifamily and single-family housing developments;
• Provide expertise and direction in managing refinance and disposition opportunities for the agency;
• Assist in the development of pre-development budgets and support the Chief Housing Officer in securing funding approvals.
• Have a working knowledge and develop relationships pertinent to understanding current information regarding funding sources available for affordable housing development.
• Assist the Chief Housing Officer in developing applications and securing funding commitments from City, County, State of Washington, Washington State Housing Finance Commission, Federal, and other grant funding sources as appropriate.
• Assist the Chief Housing Officer in developing and proposing Tax Credit equity investor agreements, Tax Exempt Bond agreements, and private lender funding arrangements.
• Work with the Chief Housing Officer in developing the annual budget for the Multifamily Housing Development and THB program and help oversee implementation of the budgets as approved.
• Work with Asset Manager to develop and recommend the annual capital budget for the existing affordable housing portfolio.
• Assist the Finance Department in the preparation of management reports regarding multifamily development, asset management, and Team HomeBuilding.
• As needed, code invoices and monitor suppliers and subcontractor required paperwork.
• In supporting THB Lead Production Supervisor, attend at least one THB Production/Safety Meeting per quarter, ensuring that all work and training is done in a safe manner.
• Assist in developing/managing content for monthly Housing Committee Meetings.
• Work with local and federal government officials to assure compliance with regulations relating to the loan and grant programs.
• Represent the agency and its programs to community groups, local government, media, and other interested parties. Assist in the development of promotional literature.
• Attend and participate in required training sessions and staff meetings.
• Represent Housing Hope at events as required.
• Drive company vehicles as required.
• Do routine clerical assistance with maintenance and janitorial as assigned.
• Performs other related functions, as assigned.

• While performing the duties of this job, the employee is regularly and extensively required to use hands to finger, handle, or feel objects, tools or controls; reach with hands and arms, may be required to perform repetitious movements for long periods of time in order to complete a task.
• The employee is regularly required to stand; climb or balance; stoop, kneel, crouch, or crawl. 
• The employee must occasionally lift, carry, push and pull up to 25 lbs. frequently. Items that are over 25 lbs. must be lifted, carried, pushed, pulled, or moved with proper equipment for assistance (dolly) and proper safety procedures must also be followed.
• Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. 
• Ability to work in a general office environment as well as outdoor environment.
• Regular exposure to weather—heat, wet, cold, wind, and noise.
Required Education & Experience:
• 2 – 5 years of experience in low-income housing programs and/or relevant related experience.
• Bachelor's degree or equivalent experience.
Other Knowledge, Skills & Abilities:
• Understanding of development budgets, operating proformas, grant writing, and public funding sources.
• Demonstrated leadership skills, strongly motivated, independent worker with the flexibility to work collaboratively with a group. Inquisitive mind with confidence and ability to move work forward and complete projects in a timely matter.
• Strong oral, written, and interpersonal communication skills. Also skilled in the use of diplomacy.
• Proficient in MS Office, intermediate to advanced skill with Excel and Word.
