Description
The Office of Inspector General (OIG) is the regulatory and licensing agency for all health care, day care, and long-term care facilities and child adoption/child-placing agencies in the Commonwealth. OIG is made up of six Divisions: the Division of Regulated Child Care, the Division of Health Care, the Division of Audits and Investigations, Certificate of Need, the Division of Kentucky Health Information Exchange, and the Division of Telehealth. These Divisions cover a wide variety of job tasks and duties in varied settings throughout Kentucky, which include inspecting, monitoring, licensing and certifying childcare and healthcare facilities and services, conducting investigations of complaints in those facilities, as well as conducting Medicaid fraud and other types of investigations for the Cabinet. These Divisions also prevent the proliferation of health care facilities, health services, and major medical equipment that increase the cost of quality health care. OIG also manages Kentucky's Health Information Exchange, which is the technical network that enables doctors, hospital staff, and other healthcare providers to electronically share patient health information so that providers are more quickly informed and have access to a patient's comprehensive health history. OIG is also dedicated to assisting telehealth providers by promoting, advocating, and supporting telehealth adoption across the Commonwealth.

The Human Resource Specialist II performs human resources work in recruitment, retention, classification, performance appraisal, payroll, and employee benefits. This position will also assist management in the coordination of equipment and services and assist employees with payroll and benefits.


Responsibilities and Duties: Assists management with advertising, filling, recruitment, and retention efforts for the Office of Inspector General's vacant positions. Acts as a liaison with Office of Human Resource Management (OHRM) and OIG Divisions on recruitment needs. Develops recruitment brochures, attends job fairs and events with the Cabinet Human Resource (HR) Administrator to recruit hard to fill positions within OIG. Works with applicants to get state application completed. Checks to assure candidates meet minimum requirements to include education and experience. Researches digital media sites that assist with hiring and recruitment efforts. Posts job advertisements on hiring sites and to college recruitment sites with the specific needs of the Agency. Works with management staff to determine classification of positions needed. Assists with personnel actions and follows procedures to post positions and hire qualified candidates for vacancies. Assists employees with benefit administration and career advancement. Coordinates ordering of phones, equipment, services, and software with the Hiring Managers and Commonwealth Office of Technology (COT) after personnel action has been approved. Responsible for entering new employees into Workforce Application. Serves as backup HR Liaison and Payroll Administrator. Develops training and advises management in the administration of performance appraisal systems. Interprets personnel laws, regulations, policies, and procedures for management, employees, and the public. Other duties as assigned. Preferred Knowledge, Skills, and Abilities: Excellent organizational, time management skills and ability to handle multi-tasking of projects. Project coordination skills and the ability to work independently and under tight deadlines. Excellent communication skills, both written and verbal. Experience with recruitment and retention, outreach, or strong human resource background. Active listening and teamwork skills. Prefer strong knowledge of the Kentucky Human Resource Information System (KHRIS) system and the personnel hiring process. Proficient in the use of Microsoft Office productivity tools. Ability to establish priorities and time management. Demonstrate attention to detail skills. EDUCATION: Graduate of a college or university with a bachelor's degree.




EXPERIENCE, TRAINING, OR SKILLS: One year of professional experience in personnel administration, business administration or management.




Substitute EDUCATION for EXPERIENCE: NONE




Substitute EXPERIENCE for EDUCATION: Administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis. Current or prior military experience will substitute for the required college on a year for year basis. Prior military experience will only substitute if the individual received an honorable discharge, discharge under honorable conditions, or a general discharge.

Incumbents working in this job title perform duties in an office setting. Minimal travel may be required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
