Description
The City of Pacifica is a beautiful coastal community, just south of San Francisco.
Currently, the City Manager's Office has an opening for a customer service oriented, human resources professional to join our team as the Human Resources Manager.
THE POSITION
The Human Resources Manager, an at-will position, under general direction of the Assistant City Manager, recommends, develops, implements and evaluates goals, objectives, policies and procedures related to assigned human resource program functions, such as benefits, classification and compensation, recruitment and selection, among others.
Consults and collaborates with City departments, employees, labor organizations, commissions, advisory boards and the public on relevant aspects of assigned program area.
This is a management classification located in the City's central Human Resources Division with overall responsibility for the day-to-day operations, which has Citywide impact.
The Human Resources Division is comprised of 4.0 FTE (1) Human Resources Manager, (1) Senior Human Resources Analyst, (2) Human Resources Analysts, who come together to support the full-service City-wide efforts of over 200.75 FTE and approximately 30 - 120 PTE.
Duties may include, but are not limited to the following:
* Interview, select, hire, train, supervise, and evaluate program staff.
* Write and review policies, procedures and methods relative to assigned program; formulate, recommend and/or implement actions for program improvement;
* Meet with department management and staff on human resource issues.
* Interpret and explain provisions of applicable laws, rules, policies and agreements to City management, employees, employee organizations and the public.
* Assist in the selection and management of vendors, consultants and service providers; oversee compliance of consultants and vendors with contract provisions.
* Advise managers and employees on City procedures, benefits, and existing policies relative to assigned program.
* Coordinate and administer program activities such as open enrollment, Citywide classification studies, and executive recruitments, among others.
* Participates in the establishment of strategic short-term and long-range program plans.
* Assist in the development of the program budget.
* Prepare detailed and professional reports and other written communications, including policies and procedures, policies, executive summaries and statistical data.
* Prepare and deliver oral presentations designed to educate and explain program services.
* Meet and/or negotiate with representatives of employee organizations.
* Collaborate with information systems staff to identify and evaluate assigned program's system/database needs and implement new systems or changes as necessary.
* Represent the department in meetings with the board, the executive team, labor organizations, and other community organizations or committees.
* Respond to inquiries, problems and complaints from applicants and hiring managers.
* Perform other related tasks as necessary.

Ideal Candidate
EXPERIENCE, TRAINING AND QUALIFICATIONS GUIDELINES
Experience
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
Highly desirable 5-7 years of Human Resources public sector experience with two years of supervisory leadership.
Training
Bachelor's degree from an accredited four-year college or university with major coursework in Business, Human Resources, Public Administration, or a closely related field highly desired.
License/Certification
* Must possess a valid California Class C driver's license and have a satisfactory driving record.
* Human Resources professional certifications highly desired.
Benefits
Retirement: California Public Employees Retirement System (CalPERS):
Miscellaneous Tier One - 2.5% @ 55 years of age for CalPERS classic members contribution.
Miscellaneous Tier Two - 2.0% @ 62 pension formula shall apply to those hired on or after January 1, 2013.
Health Benefits: Health benefits are offered through the CalPERS Health Program.
The City will contribute toward the cost of health benefits to cover a majority of the premium, based on coverage level.
Health In-Lieu Payment Plan: The City will pay a monthly taxable $550 in-lieu payment to eligible employees who decline coverage and certify eligibility for health coverage through another group health plan.
Dental and Vision: The City offers vision through VSP; dental through Delta Dental, typically covering 100% paid premiums of dental expenses and $2,000 lifetime orthodontic maximum for employee and dependents.
Vacation Leave: 11-27 days annually depending on years of service.
Holidays: 11 paid holidays plus 2 Floating Holidays annually.
Sick Leave: You will earn (1) day per month.
Administrative Leave: 72 hours per fiscal year.
Deferred Compensation: choice of three plans, and a City match of up to 2% of annual salary.
Long-Term Disability Insurance and Life Insurance: City provides paid long-term disability and life insurance coverage through Voya Financial, and an Employee Assistance Program through CONCERN.
