POSITION TITLE: Human Resources Manager Effective Date: 4-01-2021 Reports To: President FLSA Category: Exempt DOT Eligible: No General Description of the Job
Directs administrative, HR, and EHS activities of the organization: Prepares or directs preparation of reports which summarize and forecast company business activity. Responsible for Human Resource compliance to MTI operations. Key Interactions and Relationships
Controller, Operations, Engineering, Business Development, Quality


Qualifications Training and Experience


3 years' experience in Admin, HR, and EHS within a manufacturing operation Education, Licenses and Certifications
4 year degree


Specific Job Responsibilities Primary Routine Work
Human Resources –
Develops and administers various human resources plans and procedures for all company personnel. Plans, organizes and controls all activities of the department. Participates in developing department goals, objectives and systems. Implements and annually updates the compensation program; rewrites job descriptions as necessary; conducts annual salary surveys and develops merit pool (salary budget); analyzes compensation; monitors the performance evaluation program and revises as necessary. Develops, improves, recommends and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures; performs benefits administration to include claims resolution, change reporting, approving invoices for payment, annual re-evaluation of policies for cost-effectiveness, information activities program and cash flow. Develops and maintains affirmative action program; files EEO-1 annually; maintains other records, reports and logs to conform to EEO regulations. Conducts recruitment effort for all exempt, nonexempt and temporary workers; writes and places advertisements works with supervisors to screen and interview candidates; conducts reference checking; extends job offers; conducts new employee orientations; monitors career-path program and employee relations counseling; conducts exit interviews. Ensures compliance with all federal, state and local employment laws. Handle staffing issues, such as mediating disputes and directing disciplinary procedures Supervises activities to maintain MTI's drug testing programs. Employee Development according to the needs specified in the Skills Matrix. Recruit and select Orient Train 60-day, 4-month and 6-month follow-up evaluation Coach, counsel, develop employees Discipline employees for performance or behavior Strategic organization development tied to company strategy. Communicate job expectations Develop and review job descriptions Manage the ongoing performance review process Conduct human capital gap analysis Develop and monitor employee development plans to ensure continuous improvement and upskilling Update job knowledge by: participating in educational opportunities reading professional publications maintaining personal networks participating in professional organizations Manage and support staff levels, wages, hours, contract labor in line with revenues and gross margins Administrative – Establishes and maintains department records and reports. Participates in administrative staff meetings and attends other meetings, such as seminars. Maintains organizational charts and employee directory. Evaluates reports, decisions and results of department initiatives in relation to established goals. Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed. Oversees payroll and employee benefits. Maintains employee records. Link the organization's management with its employees Administer employee services Coordinate and supervise the work of specialists and support staff Environmental, Health & Safety – Handles and tracks Worker's Compensation claims and accident reports. Coordinates and oversees OHSA compliance training and MTI's safety manual Ensure DNR, EPA, OSHA and Hazardous waste compliance and reporting is followed per MTI safety manual Non-Routine (To be determined)


Key Performance Metrics:


Human Resources – Headcount retention/turnover – measure on a rolling 12 month average Sales dollars per employee to meet MTI's annual KPI target Performance review system rolled out and job descriptions updated to meet annual schedule Administrative – Accounts receivable # days per MTI annual KPI target Timely completion of month end duties to ensure financial statement completion by 10th of each month
Environmental, Health & Safety – OSHA TCIR Accident rate is below the OSHA annual threshold to comparable Rubber Molding & Machining Shops (approx. 2.8 max). Maintain total employee compliance with annual EHS training and participation.
