What We're Looking For: The Office of Talent Management is seeking a Human Resources Supervisor to lead our staffing and benefits service area by providing exceptional leadership to our team of employees specializing in the areas of recruitment and personnel management, compensation and classification, and payroll/benefits. This position will also perform employment relations and be a leader of data management and business process improvement activities. In addition, the employee may need to report to ETF on short notice as operational needs require. Position Summary The HR Supervisor works closely with the Director of Talent Management and HR staff to provide high quality and effective personnel services to our business partners. This position manages the daily operations of multiple HR functions and payroll/benefits, providing consultation to agency management and employees on difficult, complex and/or sensitive personnel matters. It serves as a member of the internal ETF Board of Supervisors and implements projects and initiatives supporting the agency's strategic workforce planning roadmap. Duties require the ability to communicate effectively and facilitate meaningful cross-functional and multi-layered conversations with stakeholders.

Salary Information Depending on qualifications, skills and experience, the starting annual salary will be between $83200 and $86902 plus excellent benefits . For current and eligible former State employees, compensation will be set in accordance with the State Compensation Plan.
This position is in classification Human Resources Supervisor (pay schedule-range 81-03). A 12-month probationary period is required.
Job Details ETF does not sponsor work visas. Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States.

Qualifications Minimally Qualified applicants will have professional experience with all of the following:
** Performing recruitment/staffing activities (posting jobs on external recruitment sites, conducting job analysis, developing assessments, developing interview questions, processing new hire paperwork, etc.) ** Performing compensation activities (conducting pay setting analysis, providing compensation recommendations, labor market analysis, etc.) ** Performing classification activities (conducting classification analysis, determining FLSA status, developing position descriptions, determining job titles, identifying impacts of reorganizational efforts, class surveys, etc.). ** Providing consultation to supervisors or employees regarding Human Resources policies or procedures
Highly Qualified candidates will also have experience with the following:
Coordinating and communicating HR business plans, policies and procedures to ensure operations are consistent and efficient (e.g. evaluate needs, identify issues/problems, propose solutions, provide feedback, direction and training) Performing supervisory or Team Lead/Coordinator activities (e.g., hiring; assigning, directing, and evaluating work; managing disciplinary matters; conducting investigations; providing training) Serving in a formal supervisory role over functional HR areas for an organization or business unit State of Wisconsin human resources experience
