Description
The City of Hercules is seeking a highly organized and detail-oriented Human Resources Technician to join its Human Resources Department.
This position serves as the first point of contact for City staff and the public, providing assistance on a wide range of personnel matters.
The ideal candidate will be highly resourceful, innovative, and will possess strong customer service skills.
The ideal Human Resources Technician candidate will have experience managing personnel transactions, maintaining HR databases, processing employee benefits enrollments, facilitating recruitments, onboarding new hires, and handling employment verifications.
Additionally, the Human Resources Technician will prepare various documents and maintain departmental records with the highest level of confidentiality.
Strong communication skills, a can-do attitude, and excellent problem-solving skills are essential in this role to ensure high level HR support across the organization.
While not required, public agency human resources experience is highly desirable.

Human Resources Technician
Under the general direction of the Human Resources Manager, provides technical assistance and administrative support related to human resources administration, including recruitment and hiring, salary and benefits administration, employee training and development, and employee relations; performs a variety of duties relative to assigned areas of responsibility.
Supervision Received and ExercisedReceives direction from the Human Resources Manager.

Essential responsibilities and duties may include, but are not limited to, the following:
Essential Functions: Serves as the first point of contact for the Human Resources Department.
Provides assistance regarding personnel matters to internal and external customers by telephone, email, or in person.Builds and maintains positive working relationships with other City employees and the public using principles of good customer service.Assists in the administration of the City's personnel functions including recruitment and selection, employee onboarding, salary and benefit programs, and employee development.
Responds to inquiries from both internal and external customers regarding job openings, policies, practices and procedures, benefits, salary administration, and other relative information.
Provides information and general assistance to City staff regarding personnel policies and procedures; answers questions and provides information regarding personnel actions, employee records, benefits, pay plans, memoranda of understanding, and other related matters.
Prepares various forms of correspondence including emails, letters, reports, announcements and memoranda.Provides salary or benefits information to other agencies as requested.
Processes employment verification requests.Participates in recruitment and selection functions; prepares job announcements, selection materials, interview questions, rating sheets, recruitment advertisements and written correspondence.
Screens employment applications, maintains recruitment files and notifies applicants of selection procedures.Represents the City at community outreach events and career fairs.Maintains employment eligibility lists.Generates conditional and final offer letters of employment for selected candidates.Assists in scheduling pre-employment physical examinations and Live Scan fingerprinting.Conducts New Hire Orientations and related onboarding activities for all employees; relays information pertaining to each employee group as required.
Prepares and maintains official personnel records for City employees including documentation of appointments, transfers, and compensation; maintains a variety of departmental files.
Manages the Human Resources Information Systems (HRIS) data input and updates information as needed.
Prepares, processes, and routes personnel transaction documents.
Updates and maintains human resources/payroll system database.
Assists with administration of the employee performance evaluation program.
Performs specialized technical and highly detailed work in the preparation, review, verification and processing of payroll and benefits information.Performs clerical work related to employee benefits programs, including enrollments, changes, and separations.Assists with annual Open Enrollment activities and recordkeeping.Processes departmental invoices for approval and payment; performs data entry of accounts payables and receivables.
Provides clerical assistance to the Human Resources Manager, such as editing, proof reading and format and design document drafts.
Assists the Human Resources Manager with the administration and handling of workers' compensation and disability claims processing.. Marginal Functions: Reviews pertinent Human Resources-related literature and/or takes classes that are job relevant for the Technician's increase of professional knowledge of Human Resources principles and practices.Strives for a mutual understanding of the duties and issues within the field of Human Resources.Understands personnel record retention and filing practices.Performs related duties and responsibilities as required. Minimum Qualifications Knowledge of:Principles and practices of Human Resources administration including recruitment and compensation.Business letter and email writing and basic report preparation.Principles and procedures of record keeping.
Modern office procedures, methods and equipment, including computers, pertinent Federal, State and local laws, codes and regulations.
Skill to: Type accurately and proficiently.Independently compose correspondence and other documents.

Education
Equivalent to the completion of the twelfth grade supplemented by specialized training in office administration, human resources or a related field.
Experience
Two (2) years of increasingly responsible clerical Human Resources experience.
Additional Information Environmental Conditions:
Positions in this class may be exposed to some level of computer operator eye fatigue associated with the use of video display screen.
Physical Conditions:
Essential functions require maintaining physical condition necessary for walking, standing, or sitting for prolonged periods of time.
