The Bank Compliance Department is charged with oversight and coordination of the Compliance program for the U.S. Banks (Morgan Stanley Bank, N.A. and Morgan Stanley Private Bank, National Association). The candidate will join the department as a member of the Compliance Risk Framework Team and will report to the Head of Compliance Risk Framework. The candidate's duties will include:
Administering the U.S. Banks Change Management program, acting as the gatekeeper and facilitator of first line of defense change proposals through the Business Unit/Project Management Office/Change Management/NPA evaluation process lifecycle and managing a team inclusive of Change Management, Regulatory Change Management, and New Product Approval governance.
This role will require in office attendance 3 days/week.
Primary Responsibilities:
Direct the accurate placement of the U.S. Banks change proposals (e.g., business unit, Change Management Program, New Product Approval) for process and controls evaluation, development, and implementation
Engage Change Management quorum members to complete evaluation due diligence
Oversee the recording and tracking of change proposal directions and status through change proposal closure
Report decisions, metrics, and status updates through governance
Escalate to the Head of Compliance Risk Framework and Heads of Non-Financial Risk and Financial Risk issues, current and emerging, requiring their level of authority and expertise to resolve
Oversee regulatory change management, change management quality assurance and NPA liaison and governance activities by managing a small team of subject matter experts.
Work on special projects as needed
Qualifications:
7-10 years of compliance and/or regulatory experience, with knowledge of the financial service industry, regulatory requirements, and experience in analyzing business risk and best practices
Familiarity with retail consumer and institutional products, funding, hedging, and accounting treatment, digital platforms, marketing promotions (e.g., residential mortgage origination, servicing, and purchasing, checking and savings accounts, securities-based loans, cash flow hedging, FASB accounting treatments, derivatives, warehouse line financing, commercial real estate)
Familiarity with banking regulations from CFPB, OCC and Federal Reserve including but not limited to ECOA/Regulation B, Fair Housing Act, TILA/Regulation Z, Margin Stock Lending/Regulation U, Fair Credit Reporting Act/Regulation V, FDPA, TISA/Regulation DD, Regulation CC, Regulation E and UDAAP
Familiarity with regulations affecting swap dealers
Excellent written communication skills particularly when drafting communications regarding regulatory changes
Highly organized and detail-oriented with strong analytical and project management skills
Ability to remain flexible and manage competing priorities under demanding deadlines.
Strong interpersonal and teamwork skills, as well as excellent oral and written communication skills
Strong technical skills required to create and maintain reporting and project management tools (e.g., Access, Tableau, Visio, SharePoint, Excel, etc.)
Strong sense of ownership regarding work product
Bachelor's degree in Business, Finance, Risk Management and/or a similar analytical- quantitative area of study
