Industrial Control System (ICS) Engineer Primary Place of Performance: Reston, VA Mandatory Requirements: U.S. Citizenship and TS/SCI Clearance Years of Experience: Mid-Level (5-10+ Years) This position is contingent on contract award (Fall 2025) JFL Consulting is seeking a talented and motivated Industrial Control System (ICS) Engineer to join our team focused supporting a Counter-Weapons of Mass Destruction (CWMD) program to solve tough WMD problems for the Intelligence Community (IC) and Department of Defense (DoD). This position will be part of a team to reverse engineer facilities and develop new methodologies, tools and products for deliberate planning and crisis operations in support of full dimensional defeat of aboveground and belowground WMD-related hard targets. Required Skills and Qualifications: Applicant will require a minimum of 5 years in process controls experience with a strong background in controls, electrical or mechanical engineering. Possess an ICS certification and/or have experience with cyber infrastructure design.Have a working knowledge of mechanical, electrical, controls in industrial environments.Demonstrate competency with typical ICS topology configurations. Demonstrate familiarity with exploitation tools. Strong experience with ICS equipment (i.e., PLCs) from Rockwell, Honeywell, Siemens, etc. Troubleshooting skills Possess excellent written and verbal communication skills. Applicant will be required to produce written technical reports, presentations and give briefings to technical and non-technical personnel. Duties to Include but not limited to: Provide technical assessments of ICS for industrial facilities and hardened structures, to include infrastructure and equipment layouts.Analyze on-net data using exploitation tools to identify ICS equipment and industrial process functions.Provide vulnerability analysis and critical node identification.Conduct system analysis to understand upstream and downstream effects to industrial processes and other utility systems.Work with modeling and simulation SMEs to develop models to determine how to disrupt and/or defeat the functions of the ICS, utilities, and process systems. Provide reconstitution estimates for ICS infrastructure or equipment that has been damaged or destroyed. Support test operations to validate methodologies and tools developed.Travel: Up to 5% travel required. Preferred Education and Experience: Possess a bachelor's degree in engineering or a related technical field. In lieu of a degree, with at least five (5) years of directly related operational experience may be a substitute. Possess an understanding of ladder logic. Demonstrate familiarity with a variety of communication protocols to include Modbus, Profibus and DNP3.Background in Building Management Systems (BMS), Industrial HVAC, and Central Plant Utilities.Cybersecurity experience to include monitoring and architecture design.IT/Networking Certification (CISSP/SSCP or CEH)Experience with penetration testing.Familiarity with packet capture and other analysis techniques.Have a working knowledge of other utility systems (cooling, heating, ventilation, industrial water, wastewater, power, inert gas, compressed/instrument air, hydraulic, and/or fuel systems).Desired experience, but not required:Engineering or utility department for an installation, facility or vessel (i.e. ship's engine room). Nuclear, power production, data centers, chemical, petrochemical or manufacturing facility(s). Industrial plant operations and processing operations to include process startup, operations and safety.Required Minimum Active DOD TS/SCI Clearance.
