Full job description The Housing Authority of the County of Jackson, Illinois ("JCHA") was
established in 1946 and the first public housing was constructed in 1960. Since then, JCHA's mission is to provide safe decent, and sanitary housing to low-income families, elderly families, disabled families, and low-income individuals in 6 towns throughout the County. The programs administered by JCHA consist of Public Housing Units, Housing Choice Vouchers, and 12 Multi-Family Housing units.
JCHA currently seeks Intake Coordinators to join the team full-time, with hours between 8:00 a.m. and 5:00 p.m., Monday through Friday. Applications will be accepted through April 24, 2024.
The Intake Coordinator provides initial contact support for the low-income housing programs including interviewing and processing applications for all types of housing assistance, maintaining waiting lists, determining eligibility, conducting briefings, issuing vouchers, and other related tasks.
The position starts at $15.50 per hour and increases to $18.00 at the completion of the trainings and certifications. A generous benefits pack is available after the 90-day probationary period. 1. Serves as initial contact for applicants.
2. Answer phone calls from residents, applicants and HCV recipients.
3. Provides basic information regarding housing assistance programs, eligibility requirements, and availability and general procedures to applicants and explains various program and income requirements, income verification and waiting list procedures, etc.
4. Maintain and monitor program waiting lists by following up with prospective residents to accurately reflect priority and other changes and to remove or purge applicants as necessary.
5. Ensures that tenant selection process abides by guidelines and regulations governing all units.
6. Enters preliminary and basic information on applicants required in order to maintain appropriate waiting list and tracking of pending applications in software; Completes pre-certification for HCV recipients.
7. Prepares initial applicant files following established procedures.
8. Performs preliminary and final processing of applications. Determines initial eligibility based on information provided in application.
9. Facilitates lease-up activities of all sites as required in compliance with Fair Housing / Marketing laws; Follows leasing process to achieve occupancy goals; Ensures unit is ready for resident on agreed move-in date.
10. Reviews and approves all move-in files for accuracy and compliance with gross rent, utility allowances, income limitations, and all other regulatory requirements, partnership agreements, and public program requirements.
11. Issues Housing Choice Vouchers.
12. Monitors and tracks HCV recipients relocating to Jackson County
13. Assembles permanent client files and maintains and updates applicant files.
14. Identifies trends in non-compliance and recommends corrective action through changes in policies, procedures and training.
15. Verifies compliance with rules and regulations of various funding sources, Fair Housing standards and JCHA policies.
16. Collects, summarizes, and distributes income limits and maximum rent limits.
17. Notifies department Supervisor in a timely manner of any problems and recommends appropriate actions.
18. Coordinates activities with all other departments in a collaborative team environment.
19. Coordinates / participates in working groups and committees when requested.
20. Assist with and cover front desk duties when necessary. Greets callers and visitors by phone or in person, takes messages, responds to inquiries, problems, and/or complaints by clients, referring to appropriate staff member as required. Makes photocopies for applicants and clients and may assist them in completing basic forms.
21. Occasionally conducts unit inspections in the absence of the Inspector.
22. Prepare and send out mailings as requested or required.
23. Provides necessary training and instruction on registration of tenants to the resident online portal.
24. Facilitate processes in updating tenant and applicant files to a digital system.
25. Read and respond to emails daily while working.
26. Other duties that may be assigned from time to time.
Knowledge, Skill, and Abilities
1. Ability to supervise and lead the Admissions team in a supportive and fair manner.
2. Ability to archive tenant records in accordance with the retention schedule.
3. Ability to contribute to a positive work environment and display the same positivity to the applicants, HCV participants, and public housing tenants.
4. Knowledge and compliance with Fair Housing and Illinois State Landlord/Tenant Laws and the U.S. Department of Housing and Urban Development.
5. Proficient computer skills and ability to learn JCHA software systems.
6. Knowledge of Low-Income Public Housing, Housing Choice Voucher and Rental Assistance Demonstration regulations, with an emphasis on program eligibility and admissions requirements.
7. Strong clerical skills including record keeping, report preparation, filing methods, and records management techniques.
8. Ability to work independently and multi-task on a variety of tasks.
9. Maintain reliable and predictable attendance.
10. Ability to use tact, discretion, initiative, and independent judgment within established guidelines.
11. Ability to apply logical thinking to solve problems or accomplish tasks to understand and communicate complicated policies and procedures.
12. Keep and guard all applicants, tenants, and participants? personal information in a private manner.
13. Establishing and maintaining ethical and cooperative relationships with all those contacted in work.
14. Ability to learn and be trained on complicated policies and procedures.
15. Ability to be a constant professional at work; including professionally dressed, groomed, and speak professionally to clients and other staff.
16. Ability to respect and take care of the facility, and not be wasteful of supplies.
Working Conditions/Physical Requirement (with or without reasonable accommodation)

Education/Specific Requirements
1. High School diploma or equivalent.
2. Three plus (3+) years of experience working directly in affordable housing, or three (3) years? experience in the administration of a Public Housing Authority in its daily operations and activities, strongly preferred.
3. Occupancy Specialist/Site Compliance Specialist or related Certification from accredited institute; experience with affordable housing or assisted housing programs and demonstrated skills in LIPH, HCV, and RAD compliance, preferred
4. Continuously hold an Illinois Driver?s License with an insurable driving record or ability to obtain one (1) within thirty (30) days of hire.
