The Historic East Baltimore Community Action Coalition (HEBCAC) is seeking a Job Developer to help facilitate a non-traditional, innovative, and comprehensive career exploration, job readiness development and employment placement services program for Baltimore City youth participants ages 18 to 24 for the HEBCAC Youth Opportunity (YO!) Center. General work under this position includes working with youth to define goals based upon career goals, interests, strengths, and developmental needs. Specific Duties & Responsibilities Work with youth individually and in group settings to address barriers that hinder personal, educational, and professional based advancement. Manage a youth caseload inclusive of preparation of clear, accurate and well documented case/ progress notes, Individual Service Plans (ISP) and organized case records. Maintain all job development related documentation via KidSmart system for each active youth participant on assigned caseload. Assist in completion of monthly, quarterly, and annual reports. Engage youth participants and connect to array of supportive services available internally and externally within Baltimore City. Develop solid partnerships with local companies, employers and varied other stakeholders to secure job training and/ or employment opportunities for youth participants. Host monthly on- site job fairs as well as attend external/ community job fairs and resource fairs. Facilitate bi- weekly JRT (Job Readiness Training) related activities such as resume building, mock interviewing, conflict resolution, etc. Maintain postings of current job openings and training opportunities throughout Baltimore City. Consult with staff and other team members via team meetings and case conferencing to discuss youth progress and overall program progression. Counsel and advise participants, parents, guardians, or others concerned with the advancement of participants. Perform other duties as necessary. Special Knowledge, Skills & Abilities Knowledge of Baltimore City job market Ability to work as a team member and independently to assure effective program outcomes completion. Ability to obtain and interpret occupational, economic, and other data about the environments affecting the participants. Excellent communication and interpersonal skills, demonstrating tact and diplomacy to consistently interact effectively and flexibly with diverse groups of people including executive management, staff, and the public. Ability to work as a member of a team to ensure project completion. Excellent communication skills (written, verbal and digital) Experience and/or comfortability in public speaking. Minimum Qualifications Bachelor's Degree in related field. Some related experience working with youth and/or youth programs. Demonstrated knowledge and application of job counseling, job development and/or job placement. Additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula. Preferred Qualifications Minimum of one year experience working with historically disadvantaged youth populations providing comparable services. Experience in sales, marketing and/ or customer service. Understanding of application and experience utilizing Trauma Informed Care, cultural effectiveness, motivational interviewing, and other evidence based related practices. Effective practical knowledge of working with youth populations such as but not limited to youth who experience some level of homelessness, formerly incarcerated/ returning citizen(s) youth, LGBTQIA+ identified youth, foster care youth and expecting/ parenting youth. Classified Title: Job Developer Role/Level/Range: ACRO37.5/02/CD Starting Salary Range: $17.20 - $30.30 HRLY ($48,000 targeted; Commensurate with experience) Employee group: Full Time Schedule: M-F/08:30-05:00 Exempt Status:Non-Exempt Location:School of Medicine Campus Department name: HEBCAC General Administration Personnel area: School of Medicine
