Summary
The Junior Program Analyst will primarily support the USAID Bureau for Global Health Office of HIV/AIDS (OHA), Strategic Coordination and Communication (SCC) Division as a Credence Institutional Support Contractor (ISC).
USAID is at the forefront of the U.S. Government (USG) response in the fight against HIV/AIDS. USAID is a key partner in the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) and works closely with other USG agencies on this multi-billion-dollar initiative in developing countries around the world. The Bureau for Global Health Office of HIV/AIDS (OHA) is the center of HIV technical leadership for the Agency with primary responsibility for the Agency's HIV programs. OHA provides strategic guidance, technical leadership, and support to country programs, including providing direction on allocating financial and human resources and providing technical assistance on design, implementation, and monitoring of HIV programs.
The Strategic Coordination and Communication (SCC) Division aims to provide support to USAID country teams and drive continuous improvement in program performance, position the Agency as a lead contributor among multilateral partners and as a thought leader and key implementer of PEPFAR within the USG interagency environment, and amplify USAID's HIV efforts both internally and externally. The Regional Advisors (RA) Branch sits within the SCC Division and serves as OHA's primary point of contact for USAID Missions seeking headquarters support for the full range of HIV programming. Through advocacy and coordination of technical and management assistance, the Branch works to ensure effective, outcome-driven HIV programming. RA Branch objectives include ensuring consistent, high quality support to USAID Missions, improving HIV-related coordination and collaboration within USAID Washington, promoting constructive engagement within the PEPFAR interagency space, and translating PEPFAR guidance into USAID action.
The Junior Program Analyst (PA) is an essential member of the RA Branch and works closely on a day-to-day basis with the RA Branch Chief. The PA provides support to the team by performing a variety of both complex and routine administrative and technical duties.
The PA supports Branch processes and deliverables, performing both administrative and analytical duties with moderate guidance. Duties range from routine tasks such as scheduling briefings and meetings and maintaining program files to more complex analytical tasks such as compiling and analyzing qualitative and quantitative data for special projects. The PA works closely with the RA Branch Chief, other members of the Branch and across other parts of the SCC Division and Office of HIV/AIDS to assist in areas within the purview of the RA Branch.
The PA ranks tasks in order of importance and impending deadlines and handles several tasks simultaneously. The individual is expected to become familiar with technical issues and policies pertaining to the public health focus area(s) of their assigned Office, Division, and/or Branch and must develop a working knowledge of applicable USAID policies and guidelines, as well as government practices and procedures. The Junior Program Analyst's (PA) work time comprises administrative tasks (approximately 40%) and programmatic or technical tasks (approximately 60%). Specific duties may include:
Administrative:
Schedules and support logistic elements of recurring and ad hoc meetings and events Assists in coordination of large virtual and in-person meetings, including travel to meeting locations as necessary Documents recurring and ad hoc Branch-related meetings through clear and succinct notes Provides administrative support for hiring actions and onboarding of new staff Assists in maintenance of organizational tools and trackers, monitors timelines and activity progress and ensures adherence to knowledge management principles to support Branch accountability and completion of deliverables Supports administrative needs of broader Division and Office functions Assists in coordinating support to USAID Mission programs, including providing direct support through travel to USAID Missions as necessary   Analytical:
Performs routine and ad hoc quantitative and qualitative data collection and analysis Researches, plans, analyzes and organizes information and develop data for use in briefings, publications and reports Identifies discrepancies in data collection and assist with resolving any contradictory data Assists with the development of presentations including synthesized analysis products using Microsoft, Google suite and USAID- and PEPFAR-specific data visualization platforms Drafts clear and succinct written summaries of analyses   Communications/Knowledge Management:
Produces Branch-related communications for both an internal RA Branch audience and wider Division, Office and Agency audiences Assist senior staff in the preparation of various program correspondence in compliance with USAID rules, regulations, and standards Assists in development of communication products - such as reports, presentations, action memos, talking points, briefing materials and operational plans - reaching both internal and external audiences Assist in the preparation of meetings with large internal and external audiences, including agenda development and coordination of presenters Manage Branch-related files within Google drive Maintain several large listservs used for frequent communication with various internal stakeholders Respond to internal and external written communications in a timely and professional manner International travel: supports Branch-related operations and USAID HIV programming through occasional international travel (roughly 5-10% of time).
Performs other duties as assigned.
Master's degree and a minimum of 1 year of relevant experience, Bachelor's degree and 3 years of relevant experience, Associate degree and 5 years of relevant experience or High School with 7 years of relevant experience A demonstrated interest in international development and global health, in particular in HIV/AIDS programming Ability to apply common sense and sound judgment, demonstrate resourcefulness, act in a proactive manner and carry out instructions furnished in written, oral, or diagram form Ability to balance multiple priorities and deadlines and deliver strong work products in a timely manner Strong organizational skills Strong oral and written communication, comprehension, and interpersonal skills Ability to effectively present information and respond to questions from team members, managers, and others Strong data comprehension and analysis skills Proficiency in Microsoft and Google suites of programs (e.g., Word, Excel, PowerPoint, Gmail, Google Sheets) Experience in project administration and management procedures preferred Some knowledge of USAID rules, regulations and capacity building concepts is a plus Ability to travel domestic and international travel approximately 5-10% of a time US Citizen or Permanent Residence with the ability to obtain facility access clearance is required Competencies /Performance Criterion Creativity: Employee takes initiative to propose new ideas/approaches and demonstrates ability to find new and better ways to accomplish work.
