The Leave Management Administrator is a strategic and autonomous role responsible for overseeing and administering all employee leave programs, including but not limited to Family and Medical Leave Act (FMLA) leave, military leave and USERRA compliance, the city of Aurora's Employee Medical Leave, and Short and Long-Term Care programs.
This role requires a deep understanding of federal and state leave regulations, as well as internal policies, to ensure compliance and support the well-being of employees.
The Leave Management Administrator will also be responsible for training and coaching supervisors, developing and implementing leave processes, and acting as a key resource for complex leave related matters.
Manage the end-to-end process for all leave requests, including FMLA, military leave, Employee Medical Leave, Short- and Long-Term Care leave, and other applicable leave programs.
Collaborate with healthcare providers, employees, and management to facilitate a smooth return-to-work process and discuss any necessary accommodations.
Ensure compliance with federal, state, and local leave regulations and company policies.
Review and update internal leave policies regularly.
Maintain accurate and up-to-date records of all leave requests and related documentation in Workday.
Coordinate with payroll and benefit teams to ensure accurate compensation and benefits continuation during leave periods.
Lead the development, enhancement, and implementation of leave programs and processes, ensuring they align with organizational goals and legal requirements.
Spearhead initiatives to improve leave management efficiency and employee experience.
Provide training and coaching to supervisors and managers on leave policies, procedures, and best practices.
Develop and deliver training materials, workshops, and resources to ensure consistent understanding and application of leave policies across the organization.
Act as a subject matter expert and resource for supervisors and employees dealing with complex leave situations.
Serve as the primary point of contact for employees seeking information or assistance with leave requests and processes.
Provide clear and concise communication to employees regarding their leave options, rights, and responsibilities.
Generate regular reports on leave usage, trends, and compliance for HR leadership.
Monitor and analyze leave data to identify areas for improvement and recommend solutions.
Participate in benefit-related projects and initiatives to include annual Open Enrollment.

MINIMUM QUALIFICATIONS & WORKING CONDITIONS
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education: Bachelor's degree in human resources management, Business Administration, or related field.
Experience: At least 3 years of experience coordinating or managing leave of absence and disability programs.
Preferred Qualifications:
In-depth knowledge of FMLA, USERRA, Colorado leave laws, and disability programs.
Familiarity with Americans with Disabilities Act (ADA) and workers' compensation laws and regulations.
Experience using Workday (specifically experience with time and absence tracking).
Knowledge: In-depth understanding of the Family and Medical Leave Act (FMLA), Uniformed Services Employment and Reemployment Rights Act (USERRA), and other applicable federal, state, and local leave regulations.
Knowledge of industry standards and best practices in leave management, including processes for handling complex leave cases, intermittent leave, and the integration of leave with Americans with Disabilities Act (ADA) and workers' compensation.
Strong foundational knowledge of HR principles and best practices.
Proficiency in using an HR Information Systems (HRIS) or Absence systems, particularly for tracking and managing leave data.
Experience with Workday is highly preferred.
Familiarity with internal leave policies, organizational structure, and processes to ensure alignment with compliance requirements.
Skills: Strong ability to analyze complex leave scenarios, interpret regulations, and make informed decisions that balance compliance with employee needs and organizational risk.
Exceptional verbal and written communication skills, with the ability to clearly convey leave policies, procedures, and expectations to employees and managers at all levels.
Proficient in developing and delivering effective training programs for supervisors and managers on leave-related topics.
Skilled in identifying issues, evaluating alternatives, and implementing solutions to resolve complex leave management challenges.
Excellent organizational skills with the ability to manage multiple tasks and deadlines efficiently in a fast-paced environment.
High level of accuracy in managing and maintaining leave records, documentation, and compliance reporting.
Strong leadership skills with the ability to influence and drive change in leave management practices across the organization.
Abilities: Ability to make sound, independent decisions in complex situations, often involving competing priorities and legal considerations.
Ability to handle sensitive and confidential information with empathy, maintaining professionalism and supporting employees through potentially challenging situations.
Ability to work effectively with internal city partners and external vendors to coordinate and optimize leave management processes.
Capacity to stay current with changes in leave laws and regulations, adapting policies and procedures accordingly to ensure ongoing compliance.
Ability to lead and manage projects related to the implementation and enhancement of leave programs, from inception through to completion.
Ability to mediate and resolve conflicts that may arise between employees, managers, and the organization regarding leave matters.
Commitment to ongoing professional development and staying informed about emerging trends and best practices in leave management and HR.
Licenses and Certifications Required: None.
Essential Personnel: When a local announcement of emergency or disaster is declared by the city, all city of Aurora employees may be required to work as essential personnel.
Physical Demands:

Equipment Used: Uses standard office equipment including personal computer and common office software including Microsoft Office Suite and Workday.
