Legislative Specialist

Position Summary Performs diverse administrative functions in a responsible, professional, and confidential nature, requiring independent judgment, discretion, and knowledge of Shelby County Government operations including working to resolve a variety of complex and discretionary problems, and coordinating tasks from start to finish. Provides administrative, research, and legislative support to County Commissioners, facilitating communication, coordination, and legislative initiatives.

Salary: Commensurate with Experience and Education

Minimum Qualifications

1. Four years of progressively responsible experience in an administrative field of which two (2) years must be in an executive support capacity or management; AND

2. Bachelor's degree from an accredited college or university in public administration, management, business administration, or a closely related field; OR

3. An equivalent combination of related education and/or experience.

4. Proficient experience in Microsoft Office programs is preferred.

5. PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.

Duties and Responsibilities

1. Independently drafts correspondence and determines the proper format for various correspondence, memos, reports, and other documents. Routes, answers, and edits correspondence.

2. Provides research and administrative assistance to Commissioners concerning constituent complaints, projects, and programs.

3. Organizes and maintains files of Commissioners' correspondence and records.

4. Generates press releases upon request.

5. Acts as a liaison with constituents and divisions of county government to resolve citizen concerns and complaints.

6. Answers commissioners' telephone calls, faxes, e-mails, and letters timely and professionally. Answers routine questions, furnishes information, and follows up on pending matters.

7. Investigates citizen inquiries or complaints and responds accordingly.

8. Schedules appointments, coordinates meetings and conferences, and maintains Commissioners' calendars.

9. Provides staff support, as needed, at committee and community meetings, including Town Hall meetings, neighborhood meetings, workshops, forums, special ceremonies, and office events.

10. Maintains a list of goals and accomplishments pertaining to current position and assigned commissioners.

11. Performs other duties as required or directed.

Knowledge, Skills, and Abilities (KSAs)

1. Proficient knowledge of administrative responsibilities, including basic office equipment such as the computer, fax, telephone, copy machine, calculator, SIRE, Granicus, FTR, dictation equipment, etc., that is required to assist elected officials in meeting legislative goals, constituent needs and providing exemplary level service to the public.

2. Professionally skilled in writing, strong organizational skills, and the ability to effectively balance a variety of duties and assignments to meet deadlines.

3. Strongly skilled in communication both verbal and written in daily office operations.

4. Ability to work closely and interact with fellow staff members and individuals at all levels of county government.

5. Ability to be a willing team player.

6. Proficient knowledge of Microsoft Office applications, including word processing, spreadsheets, databases, contacts, tasks, and desktop publishing software.
