Trenton, NJ 08625 Scope of Eligibility Open to permanent employees in a competitive title who work for the Division of Budget and Financial Operations and meet the requirements below. Description Under the limited supervision of an Administrative Analyst 4 or other supervisor in a state department, institution, or agency, assists in the review, analysis, and appraisal of current department administrative procedures, organization, and performance, and helps to prepare recommendations for changes and/or revisions; does related duties. Specific to the Position Prepare, examine, and analyze quarterly departmental and Treasury, Office of Management and Budget (OMB) spending plans. Provide fiscal oversight and guidance to DEP management and program areas. Evaluate whether or not programs can accomplish their objectives within their budget and available resources, and make recommendations as needed. Preferred Skill Set Experience in work involving fiscal analysis and budgeting. Experience with OMB budget and accounting systems (including but not limited to NJCFS), applications, and reporting formats. Proficiency with Excel and Business Objects. Preference will be given to applicants who have experience interpreting the annual State Budget, Appropriations Act, and other legislation with fiscal impacts. Requirements Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester-hour credits are equal to one (1) year of relevant experience. Six (6) years of professional experience involving the review, analysis, and evaluation of budget, organization, administrative practices, operational methods, management operations, or data processing applications, or any combination thereof, which shall have included responsibility for recommendation, planning, and/or implementation of improvements in a business or government agency. OR Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience. OR Possession of a master's degree in Public Administration, Business Administration, Economics, Finance, or Accounting; and one (1) year of the above-mentioned professional experience. NOTE: "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions. NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility. License Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
