Description of Primary Purpose Primary Purpose: Provides assistance in the development and implementation of short and long range plans, leading projects, and giving project support over multiple departments; supplying policy and process analysis, gathering, interpreting, and preparing data for studies, reports, and recommendations.
The Management Analyst will be expected to exercise considerable independent judgment in executing assignments in accordance with City policies and procedures and provide data driven professional advice to supervisor.
Supervision Received: Reports to the Assistant to the City Manager with significant interaction across multiple departments in the development and implementation of multi-department projects.

Essential Duties and Responsibilities
Researches, analyzes and presents special projects and policy considerations to staff and City Council.
Leads implementation of projects across multiple departments as assigned.
Prepares a variety of studies, reports, and related information for decision-making purposes; conducts research analyzes and prepares recommendations regarding proposals for programs, grants, services, budget, equipment, etc.
Prepares drafts of speeches, presentations, resolutions, ordinances, contracts, administrative policies, etc.
as assigned.
Assists executive staff with compilation reports upon request and prepare written reports as needed.
Prepares and coordinates City communications related to official plans, policies, and procedures to staff and the general public under the oversight of the City's Communications Manager; makes presentations to supervisors, boards, commissions, civic groups, and the general public as assigned.
Monitors compliance with and assists in enforcing cable television, solid waste, and other utility franchise agreements.
Assists in the management and creation of annual budget for the administration and council divisions and other budgets as directed by the Assistant City Manager.
Assists with the preparation and processing of license renewals, including Business registration, Liquor license, Food Service license, Special Event license, Restaurant license, Raffle license, Tobacco license, Landscaper licenses, Scavenger license and Vendor licensees which may include providing phone and counter coverage for department as needed.
Assists with special event planning and day of event activities as assigned.

Education and Experience

Education: Bachelor's degree in Public Administration or a related field (e.g.
Political Science, Communications, and Management) with at least two years of practical experience in municipal governance preferred.
Master's degree in Public Administration or related field strongly preferred.
Experience: A minimum of two years of applied and developed general management, administrative, and/or customer service experience required.
Certification or License: None
Required Knowledge, Skills, and Proficiencies: Thorough knowledge of business English, grammar, punctuation, and arithmetic; the principles and methods of office management and standard office procedures, systems, and equipment.
Proficiency in Microsoft Office, Adobe Professional and other software programs.
Working skill in exercising good judgment, maintaining confidentiality, and making responsible decisions in accordance with established policies and procedures; prioritizing, organizing, and performing work independently; exceptional skill in operating a personal computer with the software and programs necessary to perform the work of the department; planning and maintaining complex office and record keeping sequences and systems; communicating effectively orally and in writing; composing and preparing correspondence.
Must be able to multi-task to coordinate and systematically complete multiple projects.
Must have working skill in establishing and maintaining effective working relationships and be able to follow written and oral instructions.
Must be able to effectively communicate and interact positively with fellow employees and the public.
