Email to: Duties Summary The Climate Resiliency Manager, reports directly to the Climate Mitigation Adaptation and Culture Manager, and will play a critical role in success of the new special project of the Department; the Climate Mitigation Adaptation and Culture Project, to further the Department's efforts to decrease greenhouse gas emissions within the state highways, harbors and airports systems, assist the Department and the State of Hawai?i in taking bold and fast action toward the State's 2030 and 2045 climate targets, coordinate climate adaptation efforts, increase strategic greenhouse has sequestration efforts, and improve the Department's Native Hawaiian consultation.
The Climate Resiliency Manager will coordinate and ensure regular communication and alignment among the Climate Resiliency Managers in each of the Department's other three modes – Highways, Harbors and Airports, and with the Climate Mitigation Adaptation and Culture Manager and Department leadership. Effective coordination between all modes in climate resilience goal and priority setting, strategies, planning, projects, funding, evaluation techniques, and reporting, will be critical to: comply with federal, state, and county laws and regulations; streamline processes and projects; and achieve the State's 2030 and 2045 net zero carbon goals.
Minimum Qualification Requirements MAJOR DUTIES AND RESPONSIBILITIES
A. Climate Resiliency Project Planning and Management Serve as Climate Resiliency Program Manager; develop the program to manage overarching and combined Climate Adaptation and Climate Mitigation from all Departmental modalities, including relevant government administration tasks, i.e., budget formulation and expenditure plan, procurement, and human resources, etc. Develop policy, methodology and procedures to carry out the Climate Resiliency Program, streamline and align policies, methodologies and procedures across Departmental modalities, and comply with the laws, regulations, and policies, i.e., Hawaii Revised Statutes 225P, United States Code 176, 23, Code of Federal Regulations 490, etc. The more that this position can create overarching Departmental policy, methodology and procedures for the Climate Resiliency Program, the modal functions can utilize these tools and not have to create their own. Develop overarching climate resiliency implementation plan and provide technical support to Highways, Airports, and Harbors modalities as the Climate Resiliency Managers in each modality develop their implementation plans and carry out their Climate Resiliency Programs. Coordinate and consult with other agencies, stakeholders, private organizations, etc., to align and integrate climate mitigation and adaptation actions, and promote an understanding of the climate resiliency work of all Department modalities and the Department overall, including methodology and processes. Review resiliency laws, regulations, and policies; and respond to the changes of these laws and regulations, including drafting or revising policies, procedures, and forms. Coordinate a unified response to legislation between all Climate Resiliency Managers in the Department modalities, the Climate Mitigation Adaptation & Culture Manager, and Department leadership; and provide testimony on climate resiliency legislation in coordination with the Special Assistant to the Director who coordinates legislative testimony. Assist the Climate Mitigation Adaptation & Culture Manager and consultants with the development of the Greenhouse Gas Reduction Plan, plan implementation, monitoring and evaluation, and reporting. Assist in coordinating across the Department's modalities for broad input into the plan, integrated implementation, Department-wide monitoring, and broad input into evaluation and reporting. A healthy line of communication and strong coordination between the four Climate Resiliency Managers will be integral to the Plan's development, implementation, evaluation, and evolution. Coordinate with HDOT Leadership and Climate Resiliency Managers in all modal programs to ensure that the Department is meeting the climate targets in the GHG Reduction Plan, and the Department's other climate plans and policies. A well-coordinated effort will result in decreased GHG emissions, increased resiliency across air, ground, and marine transportation networks, and collaborative solutions to carbon sequestration and achieving net-zero GHG emissions by 2045. Assist the Climate Mitigation Adaptation & Culture Manager with various projects and initiatives to further the special project's climate mitigation and adaptation goals, including coordinating approvals from government and public stakeholders; public education and community engagement and partnerships to support the Greenhouse Gas Reduction Plan, and related transportation decarbonization work; Serve as project manager for assigned Requests For Proposals (RFP) and coordinate advertisements for bids; review/evaluate proposals and bids; recommend selection of consultants/contractors; meet with consultants/contractors to negotiate terms and conditions of agreements; administer assigned contracts. Prepare leasing agreements with special conditions and use. Facilitate financial feasibility assessments including appraisals, financial analyses, cost estimates and pro-forma for development of climate mitigation and adaptation projects. Manage all phases of assigned projects: plan implementation, project coordination, scheduling, conduct of meetings, establish and maintain budgets, establish and adhere to project timelines, establish goals and project evaluation criteria, and prepare status reports to management. Prepare and manage programmatic agreements and correspondences with other federal, state, and county agencies to streamline and modify various design related environmental processes that further the special project's climate goals. Manage the environmental consultants related to Resiliency Programs or project delivery scope as assigned, typically when a comprehensive project involves more than one modality. Perform periodic inspections and status reports. In coordination with the Climate Resiliency Managers in the modalities, draft legislation and testimony regarding environmental permitting and other design-phase environmental issues, and nature-based solutions; draft and revise administrative rules, policies and procedures on environmental permits, documents, and clearances. Prepare annual and periodic status reports as required. Serve as technical resource to the Department. B. Project Assessment and Evaluation Review existing policies, planning processes, procedures, forms, information systems, etc. related to climate mitigation and adaptation. Recommend changes or updates as needed, and coordinate implementation across Divisions. Assist the Climate Mitigation Adaptation & Culture Manager as assigned to develop a consistent and transparent process and criteria for evaluating and reporting on climate goals, actions and outcomes, including GHG emissions and VMT. Assist the Climate Mitigation Adaptation & Culture Manager as a technical resource for the evaluation committee for the Greenhouse Gas Reduction Plan. 4. Review and analyze relevant data, identify data gaps needed to prepare recommendations, draw conclusions based on their analysis, and prepare report of findings to support the obligation of funds.

B. Management Advisory Activities
Provide management advisory and technical support services to the Department, and to the Climate Resiliency Manager in each Division regarding all aspects of climate goal setting and revision, climate project implementation, and design-phase environmental permitting and related design-phase environmental compliance issues, including technical expertise in interpreting federal and state environmental laws and regulations. Liaison to provide technical expertise with federal, state, and county agencies, private design consultants, Climate Mitigation Adaptation & Culture staff, and Divisional staff on matters relating to climate policy and procedure compliance, and environmental permits, documents, and clearances for strategic projects that further the Department's climate goals. Represent the Department and Climate Mitigation Adaptation & Culture project at hearings and meetings regarding environmental and cultural issues. D. General Duties and Work Planning Develop quarterly and annual work plans setting forth objectives, work activities/schedules, priorities, major problems, and resources required; manage program priorities and established policies and procedures. Direct assigned personnel in carrying out work plans, preparing periodic and special reports, and reporting on status of projects. Coordinate work with the Director, Deputy Directors, Climate Mitigation Adaptation & Culture Manager, and all Divisions to ensure alignment of climate work. Prepare correspondence responding to inquiries related to climate resiliency efforts. Develop internal work processes, practices, and forms. Participate in the development and implementation of training programs as needed to further the Department's climate resilience goals and strategic priorities. Attend seminars, workshops, vendor presentations, and other related informational/training courses conducted by other agencies; secure and maintain reference materials on industry standards and other information applicable to design-phase environmental permitting and other design-phase environmental compliance issues. Assist with the duties of other Climate Mitigation Adaptation & Culture staff as directed by the Climate Mitigation Adaptation & Culture Manager; coordinate administrative and technical duties with other Department staff and consultants. Operate a motor vehicle to attend meetings, conferences, inspections, etc. Perform other duties as assigned. RECOMMENDED QUALIFICATIONS Knowledge of: Employee must possess the majority of the following knowledge sets: knowledge of climate change strategies for mitigation, adaptation and sequestration including greenhouse gas emissions reduction and Vehicle Miles Traveled reduction; Hawai?i's environment and land use history; Federal and State of Hawai?i environmental laws; various environmental processes, and obtaining permits, documents, and clearances; project management best practices; principles and practices of evaluation techniques; budget formulation and execution; project delivery process including project planning, design and construction; modern methods and practices used in preparing contract plans, specifications, estimates, and applicable design reports; general knowledge of the basic concepts of governmental financing and capital improvement analysis; general knowledge of the basic concepts of planning; general knowledge of the basic concepts of environmental engineering; Skills/Abilities: Ability to plan and organize, develop methods, approaches, and techniques required to achieve program objectives; efficiently and effectively project manage; relate program expertise to departmental objectives; independently plan, design, and research assignments involving elements of a highly critical and unprecedented nature; use initiative and sound judgment in the interpretation, adaptation, and application of standard guides to varying situations and in devising alternative solutions to unusual problems; read and interpret statutes, administrative rules, technical manuals, instructions, policies, and procedures; apply principles and procedures of written materials to work processes; revise or draft policies, procedures and work processes; deal tactfully and effectively with Hawai?i's diverse populations and Native Hawaiian communities statewide; manage time and resources appropriately to meet deadlines; maintain effective working relationships with internal and external parties; and employ clear and effective written and spoken communication. Education: Bachelor's or professional degree from an accredited college or university in public administration, engineering, business administration, law, natural resource management, environmental science, climate science, economics, public health, planning, or a related field.
REQUIRED LICENSES, CERTIFICATES, ETC. Hawaii State Driver's License, Class 3.
