The Central Transportation Planning Staff of the Boston Region Metropolitan Planning Organization (MPO) seeks a talented and experienced individual to lead our team of policy and planning experts managing programs that advance the region's goal of a safe, reliable, equitable, and resilient transportation system. This team carries out the strategic development and implementation of the MPO's climate resilience, air quality, performance-based planning, transportation equity, congestion management, and policy analysis programs in support of the MPO's vision and goals for the region. This position will report to the Director of Policy and Planning.
Responsibilities: Lead and oversee staff focused on planning and policy research and analysis in support of the MPO and other project work at the agency.Support and mentor staff in the ongoing development of programs, including developing multi-year visions and fostering cross-agency collaboration to identify staff skills that can be employed to enhance the programs.Collaborate with other groups in the agency, including the Communications and Engagement team; the technical teams responsible for carrying out multimodal transportation planning, modeling, and data analysis; and the MPO Activities team to jointly fulfill the MPO's responsibilities and federal requirements.Coordinate internally to ensure the successful delivery of high-quality work products that comply with federal requirements, that are clear and engaging, and that provide meaningful resources for MPO board members, agency partners, and members of the public.Work with agency leadership to respond to and partner with diverse stakeholders—including federal, state, regional, and local officials; other agencies; advocacy organizations; and the general public—and ensure that all are engaged in a fair, collaborative, and thorough manner.Provide ongoing, timely support and feedback to team members, and deliver thoughtful evaluations.Collaborate with the management and leadership team to provide input into agency operations and support implementation of the agency's strategic plan.Qualifications: A bachelor's degree in urban studies, planning, public administration, political science, government, public policy, or a related field, plus at least five years of staff management experience; or a master's degree in the fields listed above and two years of staff management experience.Proven ability to manage people with emotional intelligence, empathy, and listening skills.Ability to work collaboratively and manage concurrent streams of work.Experience applying quality assurance procedures to products and activities to produce work products of a high standard in the context of changing priorities and deadlines.Strong organizational and time management skills and attention to detail.Strong written and verbal communication skills and the ability to effectively communicate with a variety of audiences, including the MPO board, elected officials, technical staff, and the public.Commitment to diversity, equity, and inclusion.Proficiency with Microsoft Office Suite and Google Suite.Additional valued qualifications: Familiarity with visualization as an avenue for communicating complex data and information.Familiarity with federal and state laws, regulations, and requirements that govern MPOs.Ability to keep abreast of best practices in metropolitan transportation planning.Compensation and Benefits: This is a full-time position and the starting salary range is $90,000–$110,000 annually, contingent upon qualifications and experience. Additional Information: The Central Transportation Planning Staff of the Boston Region Metropolitan Planning Organization is a public agency made up of a passionate group of transportation planners, analysts, modelers, programmers, and engineers working to address the Boston region's transportation challenges. The agency's deep transportation knowledge is an essential asset to the Massachusetts Department of Transportation, the Massachusetts Bay Transportation Authority (MBTA), regional transit authorities, cities and towns within the region, as well as other agencies and stakeholders.
The agency has a hybrid schedule, combining time in the office with remote work. Employees must reside within a commutable distance from the Central Transportation Planning Staff's office, which is located in downtown Boston, in a transit-oriented and bicycle-friendly area.
Candidates must have legal authorization to work in the United States and a valid driver's license and/or the ability to arrange transportation to meetings in different parts of the region.
