THOR Solutions is actively seeking a Marine Engineering Program Manager to support the United States Coast Guard (USCG)'s Ship Design Team in Washington, DC. An ideal candidate will have prior experience overseeing and managing contractor support operations.
Typical Responsibilities: Oversee and manage contractor support operations.Provide direction to engineers and technical experts in contract execution.Provide project management and system engineering support to include but not limited to oversight of contract functions, performance, and labor utilization.Coordinate with government functional leads to prioritize and schedule work and monitor execution of employees assigned tasks through both government and contractor information systems and workflow tools.Responsible for the accounting of contractor travel expenses, other direct expenses, and progress reporting and workload metrics required by the Government.Responsible for coordinating the onboarding/offboarding process for contractor employees.Provide recommendations for moving personnel to new projects, tasks, or programs as there are dips in activities. Location: Full time onsite at USCG Headquarters in Washington, DC. May be limited "local remote" flexibility with customer approval.
Travel: Up to 10% travel is anticipated for ship checks.
Typical Physical Activity: Primarily desk/computer work in an office environment. May involve: repetitive motion. Periodic visits to waterfront/shipboard environments. May involve: traversing shipboard environments (e.g., confined spaces, ladders, hatches) or vision.
Typical Pay Range: $135,000 - $165,000
US Citizenship Required: Due to the requirements of the federal contract that this position supports, U.S. citizenship is required. Citizenship will be confirmed via I-9/E-Verify at the start of employment.
Security Clearance Eligibility Required: This position requires a DoD Secret security clearance. A qualified candidate must either already possess an active or interim Secret security clearance (preferred); OR be eligible for a Secret security clearance upon hire.
Typical Knowledge, Skills, and Abilities:Bachelor's Degree in a Technical, Engineering, or Marine discipline from ABET accredited institution, related to field of work.Master's degree preferred.Ten (10) years of documented experience related to engineering efforts in support of naval vessels.Five (5) years of documented experience in engineering management of a contractor support team for DoD ACAT I or DHS Level I program.Five (5) years of Programmatic, Engineering, or Acquisition experience supporting projects out of USCG Headquarters.Ability to lead a large cross functional engineering team to complete complex tasks, satisfy multiple competing demands, and adapt to frequent changing priorities.PMP Certification1+ year of experience related to federal ship or boat building acquisition programs required.Additional certifications, such as PE License, DHS Systems Engineering Certification, or DHS Program Management Certifications, preferred.Proficient with common productivity software.Strong communication skills.
