This is a full-time position providing oversight of the psychiatric, medical, and health-related services of the agency as well as providing direct psychiatric services to individuals open to the agency.
Responsibilities include monitoring contracted psychiatrists, Nurse Practitioners, the Nursing Supervisor as well as providing emergency evaluations, prescribing and reviewing psychotropic medications, when applicable, depending on individual need. The Medical Director provides clinical case consultation, training, and medication in-services; takes the lead on the development and implementation of appropriate psychiatric and medication related policies and procedures and works as a member of the treatment team. In addition, the Medical Director provides annual and as needed psychiatric peer review audits and on-going reviews of documentation and services provided by staff and contractual psychiatrists including medication reviews, observing for effectiveness of medication on target symptoms, side effects, and current functioning/quality of life of the consumer.
Administratively, the Medical Director is responsible for meeting applicable CCBHC, MDHHS, and Joint Commission quality measures. The Medical Director participates in local and regional committees and advises the Chief Executive Officer on medical policy and treatment issues.
The Medical Director reports to the CEO and is a member of the Executive Leadership Team. On-site work is preferred.
Duties and Competencies
Leadership:
Participates in executing the Authority's mission, vision, goals, of the organization.
Demonstrates commitment to the values of person-centered planning, recovery, resiliency, self-determination, and a meaningful life in the community for all consumers served by the Authority.
Communicates and integrates Learning Organization principles in day-to-day operations including evaluation, planning, and the provision of supports and services to consumers.
Promotes and encourages performance improvement activities at all levels within the Authority.
Oversees and provides guidance in the program evaluation and planning activities for the psychiatric and health services provided to consumers. This includes ensuring the medical component of care and the integration of behavioral health (including addictions) and primary care are facilitated.
Provides recommendations to the Chief Executive Officer for designing new or changing current psychiatric and health related services and/or practices.
Participates in the Behavior Treatment and Care Treatment Services committees and other committees as assigned.
Advises the CEO regarding the development and review of the CCBHC's programs, positions, and budgets that impact clinical services. Participating in community-wide behavioral health gap analysis and program development.
Assures the quality of treatment and related services provided by the System's professional staff, through participation (directly or by designee) in the CCBHC's ongoing quality improvement and audit processes.
Provides oversight to ensure appropriate utilization of services throughout the CCBHC, by developing an appropriate continuum of programs, identifying level of care criteria, standards of practice for internal review of level of care determinations and appeal of adverse UR decisions.
Participates in the development of a clinically relevant, outcome evaluation process.
Provides liaison for the CCBHC with community physicians, hospital staff, and other professionals and agencies with regard to psychiatric services.
Management:
Supervises the staff psychiatrists, contract medical professionals including the ACT psychiatrist, the Nurse Practitioner and Nursing Supervisor.
Ensures compliance with Joint Commission standards related to areas of responsibility.
Oversees the operation of the sample medication program and the Authority's budget for pharmacy, laboratory, and other related expenses. Monitors the Patient Assistance Program.
Provides clinical consultation and oversight to other psychiatric/medical staff members. This includes establishing and maintaining a structure and process for the scheduling of initial, routine, and emergency psychiatric appointments; and oversight for the Sample Medication program.
Oversees implementation of Evidence Based Practices, promising practices, and/or changes in clinical procedures related to psychiatric and health services as adopted by the Community Mental Health Partnership of Southeast Michigan (CMHPSM) and approved by the Chief Executive Officer and ELT.
Prepares analyses and makes recommendations concerning service issues as requested by the Chief Executive Officer Chief Executive Officer. Designs or oversees the development of proposals and/or plans for new clinical services or the redesign or elimination of existing services.
Conducts Peer Reviews for physicians and nurse practitioners. Develops plans for improvement based on individual performance or aggregate trends. Monitors Peer Review outcomes for nursing staff.
Based on Peer Review findings and supervisory activities, makes recommendations for prescriber privileging to the Chief Executive Officer and the Board of Directors.
Oversees the analysis of performance indicators of service provision, reviews valid data to evaluate community needs, community and consumer satisfaction and compliance with regulatory, accrediting, and contractual requirements.
Communicates quality of care information to staff and from staff to the Chief Executive Officer and/or Full Administrative Staff and assures implementation of management and performance improvement decisions. Carries out quality assurance/improvement activities to ensure that standards of care are maintained or improved.
Monitors service output, productivity, clinical goal attainment and resource utilization information comparing actual performance to plan. Analyzes, develops and implements plans of correction and improvement. Identifies problems and acts to rectify them by employing analytical thinking and sound judgment resulting in improved clinical outcomes.
Supervises departmental implementation and compliance with annual program budgets authorized by the Authority.
Supervises departmental preparation and/or maintenance of all essential Authority communications sent or received and all source documents and explanatory work papers involving agency services.
Writes and/or ensures psychiatric involvement in the development, approval, and review of all Policies, Procedures, and Protocols that govern clinical care and integration of behavioral healthy and primary care.
Coordinates and cooperates in cross systems projects with the Chief Financial Officer, Chief Clinical Officer, Operations Director, Compliance Manager and the operational divisions within the agency.
Supervision, Coaching, and Staff Development:
Immediately supervises staff psychiatrists, nurse practitioners (NPs), and other staff as designated by the Chief Executive Officer. Develops and monitors collaborative agreements between the NPs and MCMHA psychiatrists.
Assures education and training of staff on the implementation and continued operations of services provided and related job performance requirements.
Interviews, assigns, supervises, evaluates staff performance, and provides training and development recommendations consistent with negotiated labor contracts, labor laws, and Authority policies, standards, and procedures.
Assists staff in improving job performance, setting up and implementing self-development plans, and encourages participation in training.
As a Coach: communicates a positive attitude; creates an environment for success; teaches and guides staff; and fosters leadership in others.
As a Team Leader builds group cohesion; encourages cooperation; fosters good communications; recognizes and shares successes; manages conflict.
Clinical Duties:
Performs psychiatric evaluations based on licensure and board-certified competencies.
Evaluates consumers to determine need for psychotropic medications and writes prescriptions for indicated medications.
Prescribe and administer or order the administration of patient medications (includes controlled and noncontrolled substances) and use or order the use of medical devices and equipment for the purpose of patient diagnosis, care, or monitoring.
Reviews and monitors, medication regimens of consumers; monitors for compliance; and assesses for potential side and/or adverse effects of medication.
Recommends referrals for specialized medical services from external sources as appropriate and provides psychiatric documentation to assist in accomplishing the referral.
Evaluates need for psychiatric hospitalization, assists with inpatient referrals when necessary, and consults with MCMHA clinical staff and hospital staff regarding treatment needs and aftercare plans. May evaluate and certify for need for involuntary commitments. Conducts Second Opinions as specified in the Michigan Mental Health Code.
Completes requisite psychiatric and clinical documentation in accordance with required deadlines and guidelines.
Provides consultation and in-service training to staff members.
Performs other related duties as assigned
Maintains individual credentials and participation in education and training as necessary to maintain current competency in skill areas necessary to perform job duties.
May participate in community events, activities and, as appropriate, making community presentations to schools, civic and community agencies.
Follows oral and written direction completing tasks as assigned by due dates.
Maintains working knowledge of software applications used in performance of daily duties.
Corporate Compliance Responsibilities:
Understands and adheres to MCMHA's compliance standards as they appear in MCMHA's, Management of Information, Recipient Rights, Performance Improvement, Administration, Human Resources, Environment and Provision of Care Policies.
Understands, adheres and maintains competency with MDHHS, Affiliation, and Joint Commission standards, policies, procedures and contract requirements of all applicable funding sources.
Interacts appropriately with managers and peers. Required duties are performed with an awareness of the impact upon the Authority structure as a whole.
Works as a Team Player within the entire Authority Structure.
Keeps abreast of all pertinent federal, state and MCMHA regulations, laws, and policies as they presently exist and as they change or are modified.
Ensures that the staff are trained and evaluated on their knowledge of and adherence to compliance policies and procedures specific to their jobs.
