JOB SUMMARY/RESPONSIBILITIES: Establishes the standards and professional care for the Queen's Island Urgent Care (QIUC), Queen's Virtual Urgent Care (VUC) and Employee Health under the general guidance of the Chief/Chair and the associated Vice President.Ensures that the Queen's Island Urgent Care (QIUC) and Queen's Virtual Urgent Care (VUC) departments provide the best evidence-based medical care in a consistent, efficient, cost-effective manner that is reproducible across all clinics.Oversees the development and integration of Occupational Health (i.e., employee wellness, worker's comp) with Urgent Care.Fosters communication and teamwork among all internal and external constituencies.Provides leadership and guidance to achieve the highest quality of care.Supports the QUMG mission to be the preeminent academic medical group of the Pacific – leading the delivery of high quality, compassionate patient care and continually advancing education and research.Supports The Queen's Medical Center's (QMC) vision and values to enhance the provision of quality health care and optimize the health status of our patients, and supports QMC's Mission to fulfill the intent of Queen Emma and King Kamehameha IV to provide in perpetuity quality health care services to improve the well-being of Native Hawaiians and all of the people of Hawai'i.PRIMARY DUTIES AND RESPONSIBILITIES:Collaborates with all physicians and advanced practice professionals (APPs) (collectively, "Providers"), and other clinical staff, as well as The Queen's Health Systems (QHS) and The Queen's Medical Center (QMC) administration as part of the QIUC, VUC, and Employee Health Teams to ensure high quality medical care that evolves to meet the needs of the patients, hospital, and community.Directs and manages all QIUC, VUC, and Employee Health Providers and other clinical staff in accordance with all regulatory requirements as well as policies.Ensures there is appropriate oversight and clinical supervision of APPs in Employee Health and that treatment protocols, and policies and procedures are in compliance with all agencies regulating employee health and safety.Develops, implements, monitors, and updates QIUC, VUC, and Employee Health administrative and clinical policies and procedures, in coordination with applicable QHS, QMC, and QMC Medical Staff (Medical Staff) policies and procedures, and ensures QIUC, VUC, and Employee Health Providers' compliance to such policies and procedures to ensure consistent and efficient medical care, while optimizing patient flow and patient satisfaction.Works to ensure effective communication between Providers and other clinical and hospital/medical staff and ancillary referrals.Oversees staffing and scheduling of Providers, as well as providing input and guidance to adhere to a safe and efficient staffing model for all QIUC, VUC, and Employee Health clinical staff.Participates in the improvement of CARE*Link electronic medical record (EMR) functions, including the implementation and usage of evidence-based clinical decision rules, templates, discharge advice, and order sets.Provides regular feedback to Providers, including but not limited to discussions regarding chart reviews, clinical documentation, procedures, coding tips, referrals, and discharge advice, as well as peer comparison reports on census, coding patterns, and patient throughput data.Investigates and recommends responses to patient complaints or grievances related to patient care involving Providers.Assists in resolving unscheduled facility, equipment, and staffing issues.Represents the views, needs/concerns, and policy proposals of the Medical Staff to the QIUC, VUC, and Employee Health.Assists in the development and presentation of the QIUC, VUC, and Employee Health budgets, including staffing, support plan, and equipment needs projections.Establishes continuous performance improvement plans for QIUC, VUC, and Employee Health to achieve operational efficiencies and quality standards.Reviews and revises treatment protocols on an annual basis.Designs/participates in regular meetings for clinical providers and staff.Implements clinical care pathways related to video telehealth, telephone/audio-only visits, and asynchronous text-based e-visits related to Virtual Urgent Care.Participates in quality assurance and quality improvement initiatives on matters including but not limited to, "Left Without Being Seen," "Returns Within 48 Hours," complaints, and medical errors.Participates as a member of the Quality Care Development Team (or similar) and provides implementation and operation of a quality program which includes web-based reviews.Participates in QHS/QMC committees, as appropriate, which may include Medical Staff committees, ambulatory care, quality improvement, case management, risk management, utilization review, etc.Represents clinical management in QIUC, VUC, and Employee Health administrative meetings and participates in QHS/QMC administrative meetings, and Community and Board meetings, as required.Serves as a community and media representative when necessary, in collaboration with QHS/QMC administration and public relations department.Assists in the presentation of reports on health and quality assurance issues to the Board of Directors.Reviews and assists in the development of QIUC, VUC, and Employee Health marketing and advertising materials to ensure appropriate message in line with clinic mission.Represents QIUC, VUC, and Employee Health in community organization activities, as assigned.Advocates for QIUC, VUC, and Employee Health and serves as a liaison to local and state professional societies, as well as to health officials, organizations, and health institutions, as appropriate.Assists in QIUC, VUC, and Employee Health expansion, including site selection, facility design, and equipment selection as appropriate.Assists in developing new service lines and ancillary services that QIUC, VUC, or Occupational Health may offer.Recruitment/Orientation/Human Resources:Establishes a process for, and participates in, the recruitment of qualified urgent care providers & key nursing/management personnel.Recommends and/or participates in the final determination of the hiring process, disciplinary actions and terminations, and the nomination of individuals for awards, for all Providers and clinical staff.Ensures appropriate credentialing, onboarding, orientation, and training of Providers in compliance with hospital policies and consistent with departmental needs.Maintains knowledge of QMC Human Resources (HR) policies and procedures and works with HR and legal team when necessary.Ensures and/or provides training, orientation, and monitoring performance of new Providers, including in-service training on EMR, X-Ray, and other equipment.Identifies/approves/provides ongoing opportunities for focused professional/medical education courses for Providers and clinical staff, as appropriate to clinic/Provider/clinical staff needs and patient population.Provides learning experiences/opportunities for University of Hawaii John A. Burns School of Medicine (JABSOM) medical students and/or Residents, if appropriate and as applicable.Provides oversight, with annual and periodic performance evaluations, of Providers and clinical staff.Participates in the development of risk management protocols.Participates in risk management activities including communication with legal representative(s) concerning relevant urgent care issues.Works with QIUC, VUC, and Employee Health Providers and clinical staff to identify and mitigate areas of high risk.Maintains and promotes a work environment that provides maximum safety and health and encourages safety awareness.Reports unsafe conditions and injuries/illnesses and incidents in a timely and proper manner.Performs duties in accordance with safety and health rules and standards and uses safe work techniques.Clinical:Monitors and provides oversight of Providers and clinical staff.Provides assistance (telephone or in-person) to on-duty Providers with difficult or lengthy medical procedures or patient management issues and referrals, as well as information and guidance on appropriate medical procedures.Ensures there is a reliable plan for unscheduled provider absences and for sudden surges in patient census, including directly providing clinical coverage if necessary.Arranges for and ensures consistent, direct supervision of APPs working in QIUC, VUC, and Employee Health, including appropriate chart review and co-signatures per clinic protocol and federal, state, and/or local rules or guidelines.Ensures that the quality of VUC services meets or exceeds applicable telehealth standards/benchmarks and distinguishes QHS as a leader in high quality medical care.Ensures that there is direct physician care when an employee specifically requests/requires physician care and/or it is inappropriate to refer to another physician.Ensures that there is physician oversight of the occupational exposure response team, including consulting with team members and standing orders for post-exposure prophylaxis.Promotes the philosophy of early return to work of injured employees and supports/participates in the development of a health community.Ensures that there is a Medical Review Officer (MRO) for the Queens' Medical Center – Punchbowl and West Oahu campuses, including employees who are seen by Employee Health under special agreements/contracts with other organizations.Ensures that there is a formally designated reviewer for Medical Staff immunization status.Performs other related duties as assigned.MINIMUM QUALIFICATIONS:Graduate of an accredited School of Medicine or EC FMG certification.Completion of a residency or fellowship training program approved by the Accreditation Council for Graduate Medical Education (ACGME) or the American Osteopathic Association (AOA).Current unrestricted license to practice medicine in the State of Hawaii.Current board certification in area of specialty by the appropriate specialty/subspecialty of the American Board of Medical Specialties (ABMS) or AOA. If not board certified, board certification must be obtained within two (2) years of entrance into the position.Current board certification in Emergency Medicine, Occupational Medicine, Family Medicine, or Internal Medicine by the appropriate specialty/subspecialty certification board of the American Board of Medical Specialties (ABMS) or AOA, preferred.During the period of employment, shall be and remain a member of the applicable QHS hospitals' medical staffs in good standing with appropriate privileges without restriction.Eligible for appointment on the faculty of the University of Hawaii John A. Burns School of Medicine.Three (3) years of relevant administrative experience managing a similar size program in a multi-hospital facility preferred.Base salary begins at $145,322/year.
