In September 2019, Uzbekistan's Ministry of Public Education and USAID signed the first and only Development Objective Agreement (DOAG) in Central Asia, under which the U.S. Government (USG) will allocate up to $55 million to improve learning outcomes in Uzbekistan over seven years (******** ). One year later, in September 2020, the first USAID Mission was established in Uzbekistan. Under the Mission's first three-year Strategic Framework (******** ), USAID/Uzbekistan's education portfolio currently implements two core activities valued at $35 million. The Mission is also in the midst of planning its first mid-term performance evaluation for the education portfolio and is launching the design of its first Country Development Cooperation Strategy.
USAID/Uzbekistan seeks a mid-level STTA consultant to cover staffing gaps in the Education Office through the summer to perform the tasks described in the duties and responsibilities below.
Location: Remote
Work Schedule: Short-term, Consultant
Period of Performance: Start date June 13th through August 30th 2024 (108 hours~)
Salary Range: Starting at $558/daily
? Support AORs, A/AORs, and Activity Managers by reviewing and editing technical documents (e.g. quarterly annual reports, briefers, etc.) to advance ongoing activities and day-to-day operations;
? Assist the design team in maintaining documentation of all design team meetings, decisions, and key deliverables produced during the period of performance;
? Assist the Education Team in planning and preparing for an activity's midterm evaluation;
? Draft and/or maintain written communications regarding activity design, as requested, that may engage other offices of the USAID/Uzbekistan Mission, USAID/Washington, the Government of Uzbekistan, or other stakeholders;
? Support activities to move forward with the Mission's first ever Cooperative Development Country Strategy (CDCS);
? Assist in logistics and coordination of meetings with internal and external stakeholders, as requested;
? Other tasks as assigned.
? Bachelor's degree and five (5+) years of experience or Master's degree and three (3+) years of experience, international development, public policy/law or other relevant fields preferred;
? Demonstrated experience and skills designing basic education projects and/or activities for USAID or similar organizations, with a preference for specific expertise in the area of early grade learning;
? Experience working with or familiarity with USAID Automated Directives System (ADS) 201 Program Cycle Operational Policy, and ADS 300 Agency Acquisition and Assistance Planning for the purpose of designing and procuring new activities;
? Strong writing skills, specifically in drafting and reviewing activity design documents, as well as other
communications.
