Job Description Risk Reduction and Recovery:
The Risk Reduction and Recovery unit focuses on bridging long-term strategies to reduce NYC's risk with actionable operations and programs. This includes coordinating and guiding partnerships to develop strategies that analyze, plan, and address hazard risk and vulnerabilities. The unit is responsible for recovery planning, the City's Hazard Mitigation Plan, risk reduction tools, the Interim Flood Protection Measures Program (IFPM), and maximizing the City's receipt of hazard mitigation funding.
Mitigation:
The Mitigation unit is responsible for supporting and coordinating mitigation efforts to reduce risk of climate change and extreme weather hazards, and increase resiliency of NYC communities, infrastructure, and facilities.
NYC Emergency Management seeks a candidate responsible for (1) coordinating the Mitigation Unit's Interim Flood Protection Measures (IFPM) program which provides temporary protection from storm surge to City facilities and neighborhoods (2) supporting Mitigation Operations activities including but not limited to interagency coastal resiliency emergency operational planning and sharing deployable flood protection best practices with other entities, and (3) providing operational support to the Mitigation Grants technical assistance team through tracking, reporting, and other activities. This position will report to the Mitigation Operations Program Manager, with additional guidance from the Mitigation Director and/or Mitigation & Resiliency Program Manager.
The Specialist will:
- Identify, develop, and maintain tools that support operational decisions and protocols for the IFPM program
- Facilitate interagency review of deployable program(s) operational documents
- Provide coordination and/or training support for contractors, agency partners, and other entities involved in the operations, maintenance, and/or deployment of NYC flood protection.
- Update and develop outreach tools and conduct outreach to stakeholders
- Provide reporting, recordkeeping, interagency coordination, communications and/or construction management support during Mitigation Operations activations and exercises
- Assist with IFPM construction monitoring and attend site visits for IFPM program and other projects as needed
- Facilitate data collection and coordinate support for citywide resiliency mapping and operational decision-making for flood response
- Support development of deployables best practices and knowledge sharing with partners
- Assist with IFPM inventory management through data, fiscal, assessment, and review support
- Support the Mitigation Grants team through tracking, reporting, and data analysis of hazard mitigation grants
- Provide additional support to Mitigation Grants as needed
- Perform other duties as assigned by Risk Reduction and Recovery leadership
**PLEASE NOTE THE FOLLOWING:
- The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies. These non-business hours include nights, weekends, holidays, and extended week hours outside of a 9AM-5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the on-call EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between.

A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or
2. A baccalaureate degree from an accredited college and two years of satisfactory full time professional experience in the areas listed in "1" above; or
3. A master's degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences ,or related field and one year of satisfactory full-time professional experience in the areas listed "1" above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have a four-year high school diploma or its educational equivalent.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in ""1"" above.
