This position leads quality assurance activities for USCCB/MRS Home Study/Post Release Services program and subrecipient network. This includes providing direct oversight and leadership to ensure data is consistent across internal systems and reports, as well as, completion of quarterly performance reports. This position ensures quality data management in accordance with federal government policy and procedures. This position works closely with the Childrens Services Specialists (CSS), subrecipient network, and other stakeholders to monitor, analyze, and collaborate on report compliance. The position contributes to the Bishops strategic plan for the Conference and demonstrates willingness and ability to understand, respect and contribute to the USCCB mission and to fulfill job duties in accordance with its Catholic identity.
Continuing Responsibilities: (List from highest to lowest priority.)
Conducts on-site and ongoing desk monitoring for assigned portfolio of HS/PRS subrecipient network programs (10 programs per MQA Specialist).
Follows up with subrecipient programs when compliance issues arise.
Issues Corrective Action Plan when necessary.
Provides oversight to training and compliance activities of the HS/PRS team, including providing feedback on subrecipient reports to ensure accurate, consistent, and quality reporting across the network.
Prepares monitoring report following on site visit to be shared with subrecipient program and federal funder within 30 business days of monitoring visit.
Works in tandem with CSS co-assigned to subrecipient program.
Coordinates the development and maintenance of materials related to policies and procedures with HS/PRS staff and harmonizes materials to reflect current needs to meet federal funder policy and procedures.
Develops comprehensive on-boarding and new site assessment plans in conjunction with HS/PRS Team
Ensures subrecipient programs are in compliance with policies and procedures outlined in Cooperative Agreement, subsequent Addendums, federal policy and procedure, and other funding requirements.
Assists with written monthly, quarterly, annual, and ad hoc reports to funder and/or other external requests.
Updates the HS/PRS Program Operations Manual in line with ORR and USCCB policies and procedures, as necessary, as well as, updating internal and external guidelines as needed.
Participates in all ORR/DUCO policy calls, relays updates to HS/PRS team and network, and saves required policy updates.
Develops and revises program monitoring tools accordingly.
Develop resource materials as needed.
Conducts sample monthly reviews of case documentation in the ORR UC Portal to verify compliance and completion by subrecipient.
Assists with producing written reports to include: site visit reports, quarterly reports, annual reports, and ad hoc reports to ensure compliance and accountability to funders.
Identifies trends, systemic issues, and gaps in client care and service needs through data management, provides analysis, and recommends improvements.
Remains knowledgeable of all federal government policies and procedures related to home study and post release services; quality service programming for migrating children (including COA standards); and complex mental health/trauma, medical, safety, and juvenile justice issues that impact unaccompanied children.
Participates in weekly HS/PRS team and internal program staffing meetings.
Maintains case and program data in USCCB databases.
Implements internal quality improvement mechanisms.
Ensures all internal and external policies and procedures are kept updated.
Advises and assists the Associate/Assistant Director in developing guidelines and procedures related to program data management.
Provides back-up coverage for HQ HS/PRS staff, as needed
Responsible for other duties as assigned.
Education Level: Bachelors Degree required and a minimum of 3-5 years of related experience,
Major Field/Specialty: Social Work, Child Welfare, Monitoring and Evaluation, Program Management/Administration, Case Management, Mental Health, or related field.
Travel (if any): 3-7 times a year, 3-4 days per trip.
Number of Years Required: minimum 3-5 years of related experience
