MISSION STATEMENT: The Hemophilia Federation of America (HFA) is a non-profit 501(c)(3) organization incorporated in 1994 to address the evolving needs of the bleeding disorders community. We serve as a consumer advocate for safe, affordable, and obtainable blood products and health coverage, as well as a better quality of life for all persons with bleeding disorders.

JOB DESCRIPTION: The HFA Policy Director will drive the development and execution of our policy positions, advocate for the bleeding disorders community, and foster meaningful relationships with key stakeholders and member organizations. This role is pivotal in ensuring our policy priorities align with and support our mission.

In this role, the Policy Director will act as subject matter expert on HFA's policy priority issues and lead the organization's engagement with member organizations and coalition partners to ensure the execution of strategies designed to advance HFA's public policy agenda adequately represent the bleeding disorders community.

RESPONSIBILITIES: Lead the HFA Policy and Advocacy team on state, federal, and regulatory policy. Serve as subject matter expert on policy issues aligned with HFA organizational mission, goals, and objectives. Liaise with assigned HFA member organizations on behalf of the Advocacy and Policy team. Provide policy centered consultative support to member organizations on state, federal and regulatory implications of HFA's policy priorities. Track, research, and analyze legislation and regulation that may impact people living with bleeding disorders. Collaborate with Policy & Advocacy Team to develop formal policy-centered communications, including issue briefs, policy position statements, advocacy action alerts, letters to the editor, comments on proposed legislation and rules, and (as needed) public testimony on priority issues in states. Develop supportive communication and training materials on legislative and regulatory issues and developments centered in HFA policy positions including articles, op-ed pieces, issues briefs, presentations and webinars, in support of enhanced education and engagement with advocates, member organizations, coalitions and like-minded organizations. Lead the policy issues and Hill Day trainings during HFA's annual Advocacy Retreat in Washington DC. Collaborate and lead alongside the Policy & Advocacy Team the preconference member organization annual meeting as part of HFA's annual Symposium. Develop and maintain relationships with professional associations and state/national patient advocacy groups to identify opportunities for collaboration, gather information on state level activities and stay current on quickly evolving state and select federal legislative activities. Develop and maintain relationships with policy experts and other stakeholders to enhance HFA's community and member organization enhanced education and engagement in our policy priority centered advocacy work. Assist in filing required federal lobbying reports and monitoring HFA's adherence to 501c3 lobbying guidance and restrictions. Assist in coordinating Congressional outreach visits in-district year-round, and in Washington DC on Capitol Hill annually as part of Hill Day during HFA's Advocacy Retreat. Other duties as assigned. QUALIFICATIONS: Bachelor's degree is required; an advanced degree and/or 5-7 years of policy and advocacy experience in health-related issues is preferred. Excellent oral and written communication skills with the ability to translate complex ideas into easy-to-understand concepts via one-on-one, small and large group presentations. Strong commitment to access to affordable healthcare coverage, protecting access to high quality healthcare. Proven track record as an effective collaborator, able to establish and maintain productive working relationships with a variety of constituencies. Proven ability to successfully interact with government officials and their staff at all levels. Proven ability to work successfully in cross-functional teams and ability to manage without direct supervision. Strong organizational skills and attention to detail to include experience in project management and communications centered projects. Strong analytic and critical thinking skills. Proficiency with Microsoft Office Suite products and legislative tracking software; experience with CRM software, especially Salesforce preferred.
