Responsibilities The individual selected for this position will serve as Portfolio & Strategic Planning Analyst for a Sponsor group and will work with the senior management team, technical teams, and sponsor's mission partners to ensure goals and requirements are gathered, clearly articulated, documented, and tracked to closure.  The individual will also be responsible for working with internal and external stakeholders in supporting a highly visible and highly paced global network project that leverages engineering management principals.   Roles and responsibilities Member of a team of professionals assigned to develop and execute multiple budgets, spending plans and other strategic tools for a program managing multiple tasks/projects, and to collaborate with other teams within this program to advance the Sponsor mission. Leverage demonstrated, hands on expertise in Sponsor-specific finance tools and processes for budget planning and execution. Identify and reduce overlapping investments to manage funds derived from various customer sources more efficiently. Effectively manage SLAs, MOUs, and MOAs with sponsor service providers, and other various cost agreements as necessary. Support the development and maintenance of a business model to support the client's portfolio management goals. Support the client's efforts to mitigate risks to enterprise architectural integrity. Apply analytic and diagnostic techniques to identify, evaluate and recommend solutions resolve analytic problems and issues. Apply quality assurance procedures to ensure data integrity and timeliness of data. Apply business resource planning practices and cost analysis methodologies. Apply economic, accounting, and program risk assessment principles and practices. Interact with multiple external stakeholders at various employee levels, to include Senior Executive Leaders. Research complex topics at both the conceptual and moderately detailed level and provide read out briefings. Prepare Standard Operating Procedures (SOPs), protocols, and other documentation as required by the Sponsor. Collect, consolidate, and organize comments on documents/briefings to tee-up for the Sponsor and client's review. Develop strategies, manage projects, solve complex problems, and improve processes. Create and provide budget briefings/presentations and other appropriate content using Microsoft Office products such as Excel, PowerPoint, and Word. Provide technical documentation to agenda topics. Monitor and manage the Sponsor's action tracker system and client's action items system. Coordinate with client's leadership in finalizing responses to incoming actions, trackers, or other inquiries related to the program. Create, coordinate, and work internal action items to completion. Provide support to a complex organization in a fast-paced operational stressful environment and under time constraints when necessary. Work independently or as part of a team. Operate/navigate in ambiguous situations, make sound and timely recommendations in unique situations, consider alternate action/solutions, develop the most appropriate plans to a given scenario, lead those plans based on a schedule and meet deadline, and ensure progress of these plans until completion. Network and build rapport with other IC partners to maintain open lines and proactive communication. Organize, collaborate, negotiate, and utilize interpersonal skills to effectively complete tasks. Be proactive and a self-starter. Qualifications Must POSSESS and be able to maintain a TS/SCI clearance with Polygraph. A degree (or equivalent experience) in quantitative analysis, financial analysis, accounting, or a closely related field. BS 10-12, MS 8-10, PhD 5-7 Demonstrated hands-on experience with Sponsor-specific finance tools. Knowledge of government strategic planning and resource management processes. Knowledge of program planning and execution processes. Knowledge of business resource planning practices and cost analysis methodologies. Knowledge of quality assurance procedures to ensure data integrity and timeliness of the data. Knowledge of economic and accounting principles and practices. Knowledge of program risk assessment principles and processes. Ability to apply analytic and diagnostic techniques and quantitative techniques sufficient to identify, evaluate, and recommend to managers substantive solutions to resolve interrelated quantitative analytical problems and issues. Knowledge of IC strategic planning and resource management processes Ability to work in a dynamic and challenging environment. Strong oral and written communication and interpersonal skills.
