The Power Control Technician (PCT) is responsible for monitoring and responding to events regarding the electrical distribution systems as well as other BLW functions.
The PCT must utilize systems such as SCADA, OMS, Fault Detection, Isolation, and Restoration (FDIR) schemes, and monitoring systems such as security cameras and doors, etc.
to perform the functions of the position.
The PCT must act on a self-directed basis to respond to system events such as outages, system damage, accidents, security violations, etc.
and formulate and perform the necessary corrective action plan and secure the appropriate field and other personnel as required.
The PCT must exercise sound judgment in providing direction to all field crews and must carry out all activities with Safety of all personnel as the highest priority.
Monitors and operates the electrical power control center and communications center by the follow: Utilize SCADA, OMS, FDIR and other systems to monitor, analyze, respond to, and report all events and status the electrical distribution system.
Dispatch appropriate personnel and equipment as required, Utilizing SCADA, OMS, FDIR, etc.
the PCT must arrange and coordinate switching for electrical crews, inspectors and operations personnel for the maintenance and or restoration of power in affected service areas.
Must be able to respond to all events on a manual basis in case of automated system malfunctions.
Responds to calls from various authorities and service personnel within the BLW, MEAG Power, Georgia Power and Cobb EMC, and other ITS participants.
Responds to BLW Customer calls concerning service problems; directs callers to proper authorities as needed.
Monitors the City/BLW water tanks and sewer lift stations levels and status.
Responds to water level problems.
Reports to water and sewer authorities of any abnormal conditions and directs all related calls to appropriate personnel.
Dispatches appropriate water and sewer personnel to job site for the repair, maintenance or inspection of affected area.
Answers calls for and calls out appropriate personnel for all Public Works emergencies, i.e., traffic, streets, etc.
Administrative functions include the following: Retrieves and interrupt's electrical one-line drawings as needed.
Maintains and updates files in: Crew Management software, GIS/OMS, FDIR, SCADA, GBA/Water system, AS400, PCC logbook, HLT logbook, Engineering switching orders, Indigo Vision, SOP, Vehicle key box, Station Operations Log (Excel), Logmein.com, Executime, IUC Log, eReports, Emergency locate request, MEAG ITS Entry Log.
Submit weekly on call statements, along with over time reports.
Writes routine service orders for power outages, streetlights, security lights.
Handles after-hours service restoration for Customer Service department.
Converts job site drafts to master prints (OMS) to maintain an up-to-date record of the transformers in the field.
Maintains up-to-date phone numbers of all key personnel within the BLW.
Maintains up-to-date phone numbers for Marietta Power top customer list.
Maintains operation manuals and line diagrams for Marietta Power.
Monitors the video security system for the BLW buildings, parking and surrounding areas.
Monitors all security cameras and security doors in the BLW administrative building.
Reports suspicious behavior to city police.
Monitors weather systems to determine if additional service personnel need to be placed on "standby status".
Communicates weather warnings and other alerts to affected personnel.
Operates and maintains Marietta Power's Outage Management System (OMS).
Manages electrical outages in the power system by monitoring 22 power sub-stations and operating all SCADA controlled devices such as breakers, regulators, capacitor banks, TVM's, etc.
Attends MEAG regional meeting as assigned.
Assists in minor designs for engineering.
Performs other related duties as assigned.
Preferred Qualifications: An Associate degree in Electrical Engineering Technology or a related field and one year of related experience; or a high school diploma or GED and two years related control center, distribution, or engineering experience.
Must be computer literate with knowledge of computer communications operations, data entry, filing and retrieving electronic information.
Ability to use MS Office Suite programs including Word, Excel, Outlook, Access and other related software as needed.
Prefer experience with radio communications.
Ability to attain MEAG Low-Side/High-Side, Switching certification on the ITS system within one year of hire.
Ability to attain MEAG SCADA training certificate on the ITS system within one year of hire.
Knowledge of electrical distribution theory including the functions of electrical components such as, circuit breakers, regulators, capacitors, transformers and other related parts.
Must have ability to learn the basic principles of FDIR schemes.
Must have excellent verbal communications skills and speak English clearly.
Ability to operate and communicate clearly using a two-way radio system.
Ability to learn, use and understand technical jargon and terms used in the electrical industry.
Ability to work flexible hours and different shifts to include weekends, nights and holidays as assigned, in the event of severe weather conditions as needed.
