The Deputy Chief of Naval Operations (DCNO) for Logistics and Readiness (OPNAV N4) plans, defines, and provides logistics and readiness support needed to support the readiness of the operating forces and shore establishment.
The OPNAV N4L6 Branch serves as the Logistics IT and Emerging Technologies Branch and is the Navy Logistics IT Functional Area Manager (FAM).
N4L6 is also the Resource Sponsor for all Navy Logistics IT.
As the Logistics FAM, N4L6 is responsible for optimizing Navy Logistics IT, requirements consolidation, and sustainment alignment efforts in order to achieve digital transformation goals.
The candidate will serve as a member of the Resource Sponsor team.
The candidate will provide program and financial expertise to assist N4L6 in developing and coordinating Wholeness Balance Review (WBR) requirements for sponsored programs and supporting related Logistics IT year-round PPBE activities.
Additionally, the candidate shall possess an understanding of the DoD Acquisition System as it relates to Information Technology and logistics programs.
Essential Duties: Serve as a member of the N4L Resource Sponsor team and manage the flow of appropriate programmatic and funding information and provide solutions to efficiently utilize resources.
Participate in program review meetings; ask cogent questions and identify disconnects in programming and funding.
Assist in developing prioritized funding requirements.
Interact with Navy PEO for Manpower, Logistics, and Business Solutions (PEO-MLB).
Assist as requested in the PPBE process to coordinate and build the program for multiple BCAT I-III systems.
Provide PBIS database analytical support and be responsible for developing PBIS financial queries and load sheets, tracking new issues and providing latest funding information.
Coordinate the production and routing for all documentation required for formal acquisition milestones for all sponsored programs.
Prepare and staff resource reclama statements.
Draft strategic and tactical planning documents.
Develop briefing materials and presentations.
Develop, revise, and maintain schedules.
Additional duties as assigned.
Required Qualifications: 8 combined years of professional work experience in a project management role or military service Bachelor's Degree from an accredited institution required.
Preferred Qualifications: Understanding of the Navy PPBE and POM processes.
Understanding of different types of appropriations and the corresponding uses and availability.
Ability to translate complicated financial and budget data into meaningful presentations and decision briefs for senior leadership.
Excellent analytical skills - ability to quickly identify trends, inconsistencies, and information gaps.
Experience creating reports and manipulating data from Navy and DoD budget databases.
Ability to manage requirements - balancing their priority from the aspect of funding, user, and system.
Intermediate to advanced skills in PBIS data systems.
Intermediate to advanced skills in MS Excel, MS Word, MS PowerPoint.
Understanding of the DoD Business Capability Lifecycle (BCL) framework, as it relates to major weapons, logistics programs, and Information Technology and logistics programs.
Experience managing PPBE and POM processes.
Familiarity with Navy Logistics and Readiness Programs.
Familiarity with Navy Logistics and Readiness programs.
Good communication skills to interact with Program Offices, other Resource Sponsors and N4 upper management.
Experience using WeBAD and tracking Congressional marks.
Experience using EAMS-A for Congressional Taskers.
