Summary:

Summary
The Pricing Analyst is responsible for developing compliant cost models and effective pricing strategies for proposals by collaborating with the business development, capture, proposal, human resources and finance departments.
The Pricing Analyst is responsible for researching and tracking competitor pricing and market trends, analyzing the impact of pricing changes on profitability and growth rates.
He/she is responsible for leading high priority price-to-win activities within the business development group.

Essential Functions In collaboration with the pricing teammates, capture manager, contracts lead and proposal manager, develops price-to-win goals, and provides input for competitive direct/indirect rates.
Develops Cost Strategy Plan and ensures that leadership and assigned capture manager approve of the plan.
Reviews cost/price issues as well as oversees cost strategy development implementation.
Brings to Director of Pricings attention, all concerns with the pricing section requiring resolution.
Certifies to executive leadership that cost proposal is in full compliance with Request for Proposal (RFP) and organizations costing procedures.
Develops proposals pricing for various programs in compliance with the proposed technical solution(s) by working with the business development and the operations team members during the proposal development phase.
Builds cost models and develops basis of proposal estimate working with the operations team, finance representatives, HR leads, capture manager and subcontractors.
Works with the capture and executive leadership to arrive at the labor cost pools for bid pricing as needed.
Research market trends and develop competitive pricing strategies for proposals.
Identifies areas of continuous improvement for pricing strategies and present pricing models.
Uses creative and strategic thinking to develop, manage and institutionalize pricing and cost models for reusability and scalability.
Is a thought leader for innovating pricing mechanism(s).
Additionally, suggests areas for pricing automation and is responsible for leading high priority price-to-win activities within the business development/proposal group.
Specific responsibilities include but are not limited to: Coordinating, planning and executing competitive analysis and research of primary competitors in support of Price to Win (PTW) and capture team information requirements for high priority projects.
Develop and brief PTW analysis supporting Best Value and Low Price Technically Acceptable Competitions.
Develop competitive assessments, funding analysis, top-down program price analysis, bottoms up program price analysis, market-based price analysis, and other similar target allocations.
Provide assessments of competitor actions/strategies and their impact on high priority pursuits.
Understand and analyze company financial statements and annual filings.
Support market assessments and early-stage capture planning.

Work Environment This job operates in a professional office environment.
This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Must be able to remain in a stationary position 75% of the time.
Occasionally moves about inside the office to access file cabinets, office machinery, etc.
Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
Expresses or exchanges ideas by means of the spoken word.
Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly.
Frequently moves standard office equipment up to 25 pounds.
Must be able to work indoor conditions 90% of the time.
While performing the duties of this job, the employee is regularly required to talk or hear.
The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.

Position Type/Expected Hours of Work This is a full-time position.
Typical days and hours of work are Monday through Friday, 9:00 a.m. to 5:00 p.m.
Hybrid remote work environment.
Evening and weekend hours required, as required by business need.

Travel Minimal to no travel is expected for this position.

Experience A minimum of 2 - 4 years of relevant federal government experience Experience with FFP, T&M and CP contract types Propricer or similar system experience Education Bachelors degree in finance, business or related fields Additional Eligibility Qualifications Highly motivated, have exceptional communications skills (both oral and written) as well as exceptional interpersonal skills.
Direct experience with large competitive Federal Government programs preferred Experience with parametric models, Cost Modeling and /or Basis of Estimate Preparation and quantitative risk analysis desired.
