This position exists to provide in-depth budget and financial analysis for MN Department of Veterans Affairs (MDVA) funds, so agency leadership/management/staff are able make informed financial decisions and take action.
This position helps ensure that the agency meets its obligations in managing federal, state, and other funds in a manner that is consistent with all applicable federal and state laws, regulations, and policies.
This position is required to develop expert level knowledge of the agency's budget to provide high-level analysis and expert advice on fiscal questions, develop and maintain data analytics tools for the agency, review and monitor budgets for all MDVA funds, prepare and interpret budget related reports, advise agency personnel on procedures, provide training to agency staff, policy and procedure development and professional accounting support to senior management.
This position provides advanced level financial analysis and performs long range strategic planning.
Assist in developing agency wide policies and procedures on procurement, report building using approved technology, accounts receivable, accounts payable and spending plans.
Develop training guides and hold training meetings for each of the above-named areas and develop flow charts to identify the responsible individuals/parties.
This position is located in St. Paul and may have the ability to telework.
Minimum Qualifications
Candidates must clearly demonstrate all of the following qualifications in their resume:
This position requires three (3) years of financial management and analysis experience.
All applicants who meet the above experience requirements will be further evaluated based on the following:
Knowledge of Generally Accepted Accounting Principles (GAAP).
Preparing and reviewing budgets, and/or fiscal reports sufficient to identify problems quickly, research and evaluate relevant issues and formulate solutions.
Ability to interpret laws, rules and regulations and direct staff to implement appropriate accounting procedures.
Computer skills including knowledge of accounting software programs such as QuickBooks, SAP and Microsoft Office applications, such as Excel and Word.
Communication skills sufficient to work with variety of stakeholders and create effective memos and reports.
Preferred Qualifications
Experience with state legislative processes, relevant state laws, statutes, rules, regulations, and policies governing the use of state and federal funds.
Experience working with the State Financial Systems such as Budget Planning and Analysis System (BPAS), Statewide Integrated Financial Tools (SWIFT), Electronic Inter-Office Request (EIOR), Statewide Employee Management System (SEMA4) or OBIEE data warehouse.
Experience in development of ad hoc reports and dashboards using visualization tools like Power BI or similar tool.
Experience with advance MS Excel functions such as advance formulas, pivot table, VLOOKUP, index, matching etc.
