The City of Laguna Beach is seeking an energetic and experienced human resources professional with a strong focus on recruitment and talent acquisition.
As the ideal candidate, you will have the confidence and expertise to manage full-cycle recruitments, including public safety promotional processes, while also driving initiatives to enhance the overall Employee Experience.
Exceptional communication, consensus-building, and organizational skills are a must, as well as the ability to effectively train, motivate, and mentor staff.

This position offers a flexible hybrid work schedule, with the potential to work remotely up to two days per week, promoting work-life balance while maintaining engagement with the team.
Reporting directly to the Director of Human Resources and Risk Management, you will supervise two employees responsible for recruitment and benefits.
Additionally, you will contribute to classification and compensation studies, employee relations, and various special projects or programs, offering a breadth of opportunities to expand your HR expertise.

Minimum Qualifications:
Education: A relevant Bachelor's Degree.
A Master's Degree in Public or Business Administration is highly desirable.
Experience: Four years of full-time, increasingly responsible experience in human resources and at least one year of supervisory experience.
License/Certificate Requirements: Due to the performance of some field duties, which may require the operation of a personal or City vehicle, a valid California Driver's license and an acceptable driving record are required.
This recruitment will establish an eligibility list that may be used to fill future vacancies in the same or lower classifications.
Application/Selection Process: Applications will be accepted on a continuous basis, with a first review on October 14, 2024 .
Applications will be screened carefully, and selected applicants will be invited to participate in the Structured Panel Interview.
The appointing hiring authority will further review the job-related qualifications of those deemed eligible for hire before making selection decisions.
The selection process may be modified based on the needs of the City.
Pre-employment Process: Selected candidates must successfully pass a fingerprint check with the State Department of Justice.
Education and employment verification and reference check(s) will also be conducted.
Laguna Beach: With seven miles of City beaches and towering hills with captivating Pacific views, Laguna Beach residents enjoy some of the most stunning landscapes in Southern California.
The City of Laguna Beach hosts millions of visitors to its world-famous arts festivals and beautiful beaches.
Services provided to its resident population of approximately 24,000 include police, fire, marine safety, recreation, parks, public works, community development, parking, transit, and animal control.
The Department: The Human Resources Department provides internal support to all operating departments and external support to all prospective candidates.
Responsibilities include the maintenance of personnel records for City's employees and the recruitment, selection, hiring, and onboarding of all new employees.
The Department also manages employee training and development programs; administers the City's compensation, classification, and employee benefits programs; oversees equal employment opportunity programs; ensures compliance with State and Federal employment mandates; manages employee leaves, provides guidance to staff, and coordinates employee safety and workers' compensation programs.
The Department also administers the City's Risk Management program, which acquires and maintains insurance for the City, assists with contract reviews, and maintains tort claims presented against the City.
