The term of this appointment will be a maximum of 36 months. All persons hired into Limited Term (LT) positions will be required to sign a term of employment letter specifying conditions of employment.


The ideal candidate will have experience and Knowledge on how to program and troubleshoot various Programmable Logic Controllers (PLC's), develop Supervisory Control and Data Acquisition (SCADA) software applications, configure network switches, and perform systems administration. Registration as a Professional Engineer, or certification as a Certified Automation Professional (CAP) is highly desirable. The candidate should possess a broad knowledge of process systems and instrumentation applicable to water treatment and distribution. Previous design or consulting experience in the Water/Wastewater industry is desired.

The individual should be able to lead and coordinate multi-disciplined tasks in order to complete assigned projects. This includes holding progress meetings with individuals from many different Departments, preparing estimates, tracking work completion, and generating reports. Certification as a Project Management Professional (PMP) is a plus. Must be able to effectively communicate complex ideas in written and oral format to non-technical personnel. Ability to work effectively in a team environment under tight deadlines on critical projects and systems with minimal supervision.


INTRODUCTION: Human Resources will screen applications and supplemental questionnaires. The candidate hired will be required to pass a drug screening, background check and may be required to pass a job-related physical evaluation. GENERAL PURPOSE
Under general direction, complex professional engineering work in the research, planning, design, construction and installation of instrumentation and process control system elements of a variety of capital construction, maintenance and/or asset management projects; performs complex telemetry, electrical and mechanical engineering projects and analyses; conducts field inspections and construction reviews to ensure process control instrumentation software and equipment is in conformance with code, standards and specifications, meets performance criteria and provides accurate, comprehensive data for decision making; and performs related duties as assigned.
DESIRED MINIMUM QUALIFICATIONS
Knowledge of:
Theory, principles and practices of electrical, mechanical, telemetry and instrumentation engineering in relation to process control systems including Supervisory Control and Data Acquisition (SCADA) systems, power supply monitoring systems, field process equipment and field equipment; modern methods and techniques used in the operation of electrical, mechanical, telemetry and instrumentation elements in a wide variety of waterworks facilities; control and instrumentation theory and its application to instrumentation and control systems; electrical and electronic circuit design; process control software design and micro-computer applications pertaining to the work; principles and practices of engineering economics; modern developments, current literature, and sources of information regarding assigned areas of engineering responsibility; general asset management principles and best practices, including equipment and systems maintenance methodologies; general civil, mechanical, electrical and cathodic protection principles as they apply to the overall design and integration of water utility systems, facilities and equipment; applicable laws, codes and regulations pertaining to electrical and instrumentation elements of waterworks infrastructure design and construction, including the National Electrical Code, IEEE standards and InterNational Electrical Testing Standards; principles, practices, methods and tools of project management; principles and practices of sound business communications; safety policies and practices applicable to the work.
Ability to:
Make complex engineering computations; prepare and/or check and approve design plans and specifications for a wide variety of electrical, telemetry, control and instrumentation projects; perform difficult engineering research and analyze complex engineering and mathematical problems, evaluating alternatives and recommending or adopting effective courses of action; diagnose, troubleshoot and identify required corrections to resolve process control system and equipment failures and malfunctions; design control systems, determine operational criteria and select equipment; integrate control systems with communication and computer systems; exercise initiative and sound judgment in carrying work responsibilities within District standards and guidelines; use a computer and standard engineering and business applications; communicate clearly and concisely, orally and in writing; establish and maintain highly effective working relationships with other divisions and departments, consulting engineers, contractors, staff and others encountered in the course of work.
Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with a degree in electrical, mechanical or control systems engineering, computer science or a closely related field; five years of responsible professional electrical and process control engineering experience, preferably in a water utility, electrical power plant or chemical plant; or an equivalent combination of training and experience.
Licenses; Certificates; Special Requirements:
A Nevada driver's license and the ability to maintain insurability under the District's Vehicle Insurance Policy.
State of Nevada Division of Environmental Protection Distribution Operator's Grade I within 12 months of hire;



Nevada State Health Division Treatment Operator I certification within 12 months of hire;
State of Nevada Division of Environmental Protection Distribution Operator's Grade II within 24 months of hire;



Nevada State Health Division Treatment Operator II certification within 24 months of hire.
