The Purchasing Supply Manager oversees the central process of purchasing goods and services for the agency, ensuring the purchasing activity adheres to the internal and external policies, regulations and guidelines. This position is responsible for providing employees with clear guidelines and procedures and ensuring items purchased are a good use of resources and follow contracts and laws. The Purchasing Supply Manager has authority to modify and adapt purchasing procedures and/or processes to accommodate specialized or unusual acquisitions; prepares and develops original contract terms, develops analytical tools and procedures to assess and ensure vendor contract compliance. Coordinates purchasing activities with clients to develop specifications used in procurement of commodity; resolves vendor performance problems . This position is also responsible for the monthly reconciliation of the agency purchasing card. This position is responsible for overseeing the agency purchasing, which includes accountability for the all purchasing of services, supplies, materials, parts, and equipment for Commerce in accordance with state laws and requirements. This position will be required to report to the Olympia office on a regular basis, to meet business needs. This posting may be used to fill other vacant positions within 60 days once position is filled. Duties Perform market analysis and customer needs assessment studies to identify new contracting possibilities while following Department of Enterprise Services (DES) competitive process Responsible and accountable for supply management functions; including oversight of: receipt, storage, issue, and transfer of materials and property Exercise authority to independently make decisions with significant fiscal impact Evaluate supply and equipment usage data; determine agency wide inventory Ensures agency compliance for mandatory contracts under Correctional Industries Determine appropriate course of action and procurement methodology is met by Commerce, including but not limited to competitive bids, sole source acquisitions, request for bid proposals or direct negotiations Manage Asset Inventory for Commerce; ensure high value assets are accounted for Data entry of receipts and invoices Monitor sustainability programs and develop strategies for improving sustainable practices as regards to Purchasing Manage and account for purchasing records Attend mandatory OMWBE trainings and certification courses Prepare and conduct individual and group training sessions Ensure a sound understanding of the purchasing needs across the agency and develop policy focused on the needs of the agency's programs. Identify and implement process improvements as needed to ensure a proactive management of agency purchasing processes. Manage and oversee Agency Purchasing Card program Review and approve card purchases Perform monthly reconciliation of all agency credit cards within a 5 day time frame Take independent action and to conduct highly complex purchasing projects Make sourcing decisions based on extensive knowledge of procurement and supply practices. Coordinates purchasing activities with clients to develop specifications and to resolve vendor performance problems. Perform and oversee duties of Procurement and Supply Specialist 2s Assign, prioritize and review work as necessary Conduct performance reviews Manage staff mandatory training requirements and ensure timely completion. Qualifications Required Qualifications: A Bachelor's degree in business administration, procurement, logistics, supply management or allied field AND Three years of experience in large scale procurement, stock control, receipt, storage and issue functions in either government or business. OR Associate of Arts degree in business administration, procurement, or supply management or related professional certification AND Five years of full-time experience as a purchasing or supply professional. Additional qualifying experience may substitute year for year for the degree. Skills and abilities to: Ability to independently analyze, and weigh the risks versus benefits in decisions and recommendations Demonstrated organization and time management skills Strong customer service skills, with the ability to explain technical information in plain talk Strong attention to detail with the ability to effectively review and redact high volumes of documents Ability to lead, motivate, coach, mentor and train professional staff.
