SMI Housing Development Manager Division of Behavioral Health & Housing (DBHH) Job Location: Address: 801 E. Jefferson Street, Phoenix, AZ 85034 Posting Details: Must reside in the state of Arizona. What You'll Do: The Housing Development Manager will oversee the management of the AHCCCS SMI Housing Trust Fund (SMI HTF) and other capital funds to ensure contractor accountability, housing quality, and legal compliance of projects that receive SMI HTF. This includes maximizing housing statewide for AHCCCS members, ensuring contractor accountability and applying innovation to the program through continuous improvement and community engagement. The position requires travel across the state to inspect and monitor project sites.

Major duties and responsibilities include but are not limited to: Oversight of AHCCCS Housing Portfolio: Perform site visits, monitoring, and inspections of current housing inventory. Maintain and work with AHCCCS legal resources to ensure compliance and provider performance of required duties. Legal compliance and coordination with the Finance Department on project funding. Organize and maintain files and records related to housing and project documentation. Project management of AHCCCS capital projects including special project processes and timeline (e.g., Secure Behavioral Health Residential Facility (SBHRF), Transitional Shelter Development, etc.). Advise and coordinate with internal and external stakeholders to ensure timely completion of projects. Draft Request for Information (RFI) and Request for Proposals (RFP) for the awarding of AHCCCS capital funds. Develop and manage capital fund applications, review underwriting, award, and development processes including tribal funding: Establish and maintain standardized policies and procedures for the application, review and award of SMI HTF and/or other AHCCCS capital funding. Coordinate with AHCCCS Finance, Legal, Procurement and other internal stakeholders to ensure that all projects are reviewed to ensure consistency and compliance with SMI HTF statutory and other requirements. Identify and develop innovative partnerships, collaborations, and strategies to leverage AHCCCS SMI HTF capital funding to expand existing housing capacity. Communicate and maintain statewide relationships with AHCCCS Managed Care Organizations (MCOs), state and local agencies, and housing developers to identify and develop partnerships. Work closely with statewide program stakeholders to integrate successful programmatic design, member/peer feedback, inclusivity, and evidence-based practices into AHCCCS housing facilities. Engage and participate in statewide, local, tribal, and other efforts to develop and increase housing options for AHCCCS members. Manage financial oversight and accountability of Housing Trust Funding for members with Serious Mental Illness (SMI HTF): Oversee annual SMI HTF budget including annual recommendations for planning, approvals, and ongoing monitoring of expenditures and performance. Work with AHCCCS Finance to ensure financial accountability in reporting, submission, and processing of funding reimbursements & other funding coordination. Knowledge, Skills & Abilities (KSAs): Knowledge: Capital project development and management Construction and development project finance and budget preparation and monitoring General Arizona real estate and construction law and risk management Construction and housing development processes and procedures Development, financing, and construction of housing and facilities for special need or vulnerable populations (e.g., persons with disabilities, persons experiencing homelessness, persons with behavioral health diagnoses) Private and public sector housing capital funding strategies and opportunities including federal, state, local, and private sector grants or programs Skills: Strong organizational and project management skills Strong written and verbal communication skills Writing including grants, legal drafting, and procurement materials. Must be skilled in producing succinct, clear, and organized written documents that are appropriate for the intended audience Risk Management Team Building and Collaboration - Creating and maintaining effective relationships with internal and external stakeholders to expedite, facilitate, and include all necessary stakeholders in developing and achieving project objectives Customer Service - Patience and focus to provide information and services necessary to meet key stakeholders needs and resolve issues to increase trust and reliability in the program and AHCCCS. Abilities: Work independently with minimal direction Organizing and prioritizing multiple projects, requests, and requirements; communicate challenges, and deadlines to take advantage of a changing environment and opportunities Being thorough and detail oriented to ensure all projects and duties are completed accurately and efficiently Identify both internal and external resources, data, stakeholders, and expertise to complete job duties Communicate with diverse stakeholders and audiences both internally and externally including executive management, culturally diverse groups including tribal organizations, and AHCCCS members Develop and maintain effective working relationships including other governmental stakeholders, internal AHCCCS staff and departments, community organizations, and other community housing partners Be open minded, flexible, and creative in order to find new strategies, skills, resources, and opportunities to meet the needs of AHCCCS members within available resources Empathize with and a willingness to understand and address the needs of program members to be served Proactively identify, assess, and provide recommendations to minimize risk and take advantage of opportunities. Plan and manage multiple projects, facilitate stakeholder input and meetings, create and organize documentation, track and follow up to maintain progress on short and long term goals, and work closely with both internal and external stakeholders to ensure projects are completed in a timely manner and within project parameters Qualifications: Minimum: Three+ years experience in housing and homelessness services, with understanding of the Arizona Medicaid system and Arizona housing and homeless services continuum. Preferred: Bachelor's Degree in Public Health, Public Administration, Social Work, Psychology, or a related field and 2+ years experience in housing and homelessness services. (e.g. HUD, Continuum of Care, Grants and Human Services, PHA, PSH). Pre-Employment Requirements: Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees. Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions. Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
