Hueneme, CA Start Date: Contingent Upon Contract Award Government Clearance: Secret Background : Vectrona requires a Program Analyst to assist Naval Construction Group-1 in drafting Naval Construction Force (NCF) input to Joint Capabilities Integration and Development System (JCIDS) documentation to include Capability Development Document (CDD) and Doctrine, Organization, Training, materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTmLPF-P) Change Recommendation (DCR) development and statement of needs documentation while helping to technically articulate the government's requirements, supporting Expeditionary Warfare Improvement Program (EXWIP) and Program Objective Memorandum (POM) with data analysis and data compilation, and engaging with proposed technology solutions for Naval Construction Group ONE (NCG-1), Port Hueneme, CA and Naval Construction Group TWO (NCG-2), Gulfport, MS. Responsibilities: Provide verification, justification, and articulation of Naval Construction Force (NCF) capability requirements, based on operational plans and Navy policy. Gather, analyze, and evaluate NCF capability gaps to communicate risk and impact to operations. Conduct market research both online and in the field to discover technologies which would enhance any of the Science and Technology Objectives (STOs). Review Commercial off the Shelf (COTS) products which demonstrate potential to fill in military construction capability gaps. This task occurs daily. Review and analyze Office of the Chief of Naval Operations (OPNAV) and Navy Expeditionary Combat Command (NECC) integrated priority lists (IPLs), STOs, and warfighter's needs to understand what technologies are in use at NCF/EXWC to avoid duplications in the contractors' technology research. This task occurs daily. Create and maintain a portfolio of technologies researched to ensure future duplications are avoided. Any TTP lessons learned during testing shall also be recorded. This shall be a live portfolio available to the Contracting Officer Representative (COR) upon request. This task occurs daily. Generate and maintain spreadsheets and/or databases to document and organize technology discovered that would be potentially beneficial to the NCF. Support EXWC and NCF with field testing activities of materiel solutions in accordance with test plans and filed reports. Coordinate with industry to schedule technology testing for the government. Coordinate all efforts for NCG-1/NCG-2 with regards to technology insertion and liaison support between EXWC and roughly ten other units for RDT&E projects. Provide updates for NECC technology reviews, EXWIP and POM document updates, and EXWC meeting notes. This task is performed up to 3 times per week. Coordinate with NECC/NECCPAC and NCG-1/NCG-2 staff in development and assessment of TOA for NCF units. Participate in working groups and TOA reviews to update and align allowances of equipment, supplies, and facilities. Compile input from NCG-1/NCG-2 departments and subordinate units to provide comprehensive analysis and recommendations regarding the acquisition, delivery, and NCF integration of new capabilities. Coordinate with Subject Matter Experts (SMEs) to participate in working groups and provide NCF considerations for JCIDS documentation, including Top Level Requirements (TLR), Initial Capabilities Documents (ICD), and Analysis of Alternatives (AoA). Communicate results and contractor recommendations verbally and in writing to higher organizations at meetings (at least 3x week), conference calls (at least daily), and site visits (up to 6 times a year). Regularly attend, take notes, collect data and collaborate with the government during technology reviews and meetings. Support Technical Writer in development of CDD/DCR according to the JCIDS Manual. Utilize research and analysis documentation generated under all tasks above to assist in the preparation and submission of the EXWIP and POM requirements. Research is summarized in a single live slide for EXWIP POMs and delivered to COR in writing which is prepared over a 3-month period once per year. Assist in preparing NCF input to NECC, System Command, and Resource Sponsor counterparts throughout the Planning, Programming, Budgeting, and Execution (PPBE) process. Minimum Qualifications: Minimum of Bachelor's in Engineering. GS-13 equivalent and shall have a minimum of 10 years in the Engineering fields, specifically: Mechanical, Civil, or Geotechnical. Minimum of 5 years of experience with NECC is strongly desired, specifically NCF, force operating concepts and NCF technology STOs. Stakeholder engagement experience both through facilitating large working sessions and in one-on-one interviews. Experience with Naval Force Construction Operations Training Guide is strongly desired. Have skills in typing/keyboarding, organizing, and Microsoft Office. Professional applications including Word, Excel, PowerPoint, and other applicable programs. Skill level shall be current and consistent with new technologies. Have knowledge of basic concepts and formats of Navy correspondence. Have knowledge of filing systems. Professional organizational skills. Ability to multitask and give special attention to detailed work. Preferred Qualifications: Experience developing threshold and objective metrics to support Key Performance Parameters (KPP), Key System Attributes (KSA) and Additional Performance Attributes (APA) is desired. Experience performing analysis and developing JCIDS documents for Departments of the Navy, Army or Air Force is preferred. Knowledge of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process is preferred.
