Ripple Effect is looking for a Program Evaluator with government contracting experience to provide support services to satisfy the overall operational objectives of the Program Evaluation Team supporting the Congressionally Directed Medical Research Programs (CDMRP).
The Program Evaluator will support all aspects of the evaluation lifecycle to design and implement useful, feasible, ethical and rigorous evaluations and research studies using mixed methods approaches.

General Information Job Code: SHR-PE-04T Location: Frederick, MD Employee Type: Exempt, Full-Time Regular (Ask our recruiters about flexible work arrangements) Telework: Fully Remote Clearance: NACI Number of Openings: 1 Salary Range: $93,000 to $106,000 per year (how we pay and promote) Responsibilities Provide technical advice on methodology approaches to accomplish project objectives (e.g., research design, analytical techniques, sampling methods) Design evaluation frameworks tailored to specific programs or projects Provide oversight over technical execution of evaluations and studies Identify key areas of the organization's processes that can be feasibly assessed and improved through detailed evaluation Engage external experts and consultants as appropriate to enhance evaluation activities Lead data collection and validation, quality control, analysis, synthesis and reporting activities Mentor more junior team members and review the technical work of team members, before delivery to client Provide expert advice to develop a wide range of deliverables in support of the studies including survey instruments, facilitation guides, reports, briefs, memos and graphics Brief senior program leaders on evaluation approaches, study outcomes and methodological approaches, and may serve as primary point of contact Contribute to new processes and procedures to enhance effectiveness and efficiency of team's operations Perform other job-related duties as assigned Requirements Minimum Education and Experience Master's degree in Public Health, Epidemiology, Biostatistics, Biomedical Science, or a related field with a focus on program evaluation 8 years relevant work experience, including 3 years' experience designing, managing, and implementing complex and concurrent evaluations Basic Requirements Experience scoping and designing a portfolio of evaluation studies across quantitative, qualitative, and mixed methods Experience managing and implementing complex and concurrent evaluations Ability to translate program goals into measurable indicators that align with the intended outcomes Provide technical consultation on program evaluation methodology approaches Conduct complex data analyses and develop frameworks for evaluation of programs Experience with bibliometrics, scientometrics, and research assessment Solid understanding of the Science & Technology ecosystem (funders, research organizations, scientific publishing, etc.)
