About the job Program Manager Communications
Outreach Strategists, an award-winning marketing and PR firm, is seeking an experienced communications program manager who will operate as an individual contributor to support a large-scale public project.
The selected candidate will complete general activities related to the program's management and not specific to design or construction contract administration activities.
Background:
In November 2022, Harris County voters approved three bond propositions totaling $1.2 billion.
The Harris County Engineering Department (HCED) bond package funds public safety facilities, roads, drainage,transportation-related programs, parks, and trails.
This role is ideal for an agile, innovative, results-driven professional with experience in government processes, stakeholder engagement, project management, and communication. Expectations for this role include, but are not limited to:
Work on-site with HCED staff to assist in managing capital projects in design and construction.
Conduct day-to-day management of projects under general oversight and guidance by HCED and Jacobs Engineering staff.
Schedule, attend, and/or conduct regular meetings with Harris County, design engineers, contractors, and stakeholders to present project metrics, including overall program schedule, design progress, budget updates, funding updates, construction progress, and identified issues with recommendations.Prepare agendas and meeting minutes.
If required, assist Harris County in holding meetings with establishment owners, the public, HOAs, committees, municipalities, and stakeholders to discuss the work's progress and the steps going forward.
Develop guidelines to ensure consistent application of public relations management for public engagement meetings, ribbon-cuttings, groundbreaking ceremonies, 3D video renderings, meeting management (e.g., moderators, question-and-answer support, technical speakers, etc.
), rehearsals, and flyer or sign distribution.
Work with additional program project managers, precinct communications teams, and stakeholders on the selection and setup of the groundbreaking and ribbon-cutting ceremony site.
Support design, analysis, review, and public engagement efforts related to planning, programming,and prioritization of public park facilities.
Qualifications:
Proven experience in government, communications, stakeholder engagement, and project management.
Ability to self-govern and strategically prioritize deliverables.
Excellent leadership, communication, negotiation, and interpersonal skills.
Ability to analyze and distill complex information for public consumption.
Bachelor's degree in communications, public affairs, or a related field.
