AGENCY SUMMARY: BrightSpark Early Learning Services has been at the forefront of the early learning landscape for over 30 years ensuring that all children have equitable access to safe, engaging, and positive early learning experiences that promote school readiness and lifetime success.
With a staff of over 140 and a budget of $50 million (99% publicly funded), BrightSpark Early Learning Services provides a broad array of services for families and childcare providers so that they in turn can support the development and well-being of our children.


This position does require travel in King and Pierce Counties.
This position includes occasional work commitments on evenings and weekends. This is a grant-funded position.
OPPORTUNITY:

The Program Manager, Family Access, is a member of the Program Leadership Team and reports to the Department Manager.
They participate as a member of the Early Learning Services Team on systems-wide projects necessary to carry out the goals and objectives of the agency.


Family Access programs at BrightSpark are designed to provide all children and families, particularly those least resourced, greater access to quality childcare and other essential services.This dynamic and creative position will be one of six regional staff members located in the CCA of Washington regional offices, and they will play a key role in developing and implementing a plan to create a statewide coordinated recruitment and enrollment system.
The Family Access Program Manager will work across departments within BrightSpark and work closely with CCA of Washington and all agencies contracted to implement this enrollment system.


This position is one of two Family Access Program Managers.The other position carries a separate, yet related body of work which is also focused on providing support and access for childcare and subsidies.


Responsibilities:

Specific responsibilities of the Program Manager, Family Access role include, but may not be limited to:

You will work collaboratively with five other regional Family Access Program Managers across the state with support from the CCA of Washington Coordinating office to: Create a shared statewide process to develop a statewide coordinated recruitment and enrollment system.
Build strong working relationships with community partners and parents to inform the building of a system that supports the identified needs of families.
Recommend the structure of the system clarifying what roles should be centrally located and what should be locally delivered.
Clarify the roles of key partners (Licensed Child Care, ESDs, School Districts, Community Based Organizations who serve Children, etc.)
to ensure an inclusive plan and system.
Develop an implementation work plan that clarifies CCA of WA system roles, responsibilities, and other partners and reflects the initial three years of development.
Develop an ongoing and clear communications process that informs communities and partners about the progress of this work.
Essential Job Duties Work in close partnership and meet regularly with the five other regions' and coordinating office Family Access Program Managers, the CCA of WA statewide Family Center, and the Department of Children, Youth and Families CRE team to ensure that high-quality services are equitably delivered statewide while being flexible to meet local needs.
Build partnerships with Educational Service districts, school districts, and elementary school principals in the region and develop a deep and ongoing understanding of Transition to Kindergarten opportunities available to families.
partnership with CCA of WA Family Center specialists to inform regional resource updating in the Family Center database, regional family needs trends, and community tabling opportunities.
Maintain a knowledge base of innovative best practices and related research that may inform family service implementation, communities of practice, and CRE data practices.
Represent the CCA of Washington system in meetings locally, regionally, and statewide.
Use data and family voice to produce compelling reports and stories about our work and impacts.
Present to external stakeholders on program initiatives and deliverables as requested.
Maintain effective regional oversight of Contract terms and conditions, meet data and reporting requirements, administer appropriate customer service feedback, and ensure ongoing quality assurance and program goals monitoring.

QUALIFICATIONS:A combination of experience, education, and/or professional development in delivering effective support for families with community-based partners, stakeholders, and customers.
Experience with outcomes-based direct services and data-informed decisions.
Experience using and evaluating resource or benefits databases for clients, navigating complex systems to find information for families, and/or connecting families with childcare options.
Ability to identify and learn current platforms and applications that families use to stay connected to issues that are important to them.
Strong proficiency with Microsoft Office suite and with database searches such as Salesforce; ability to use technology to research family resources; and comfortable learning new platforms, software, and apps.
Strong group facilitation skills, both in person and virtually.
Demonstrated ability to build effective collaborative working relationships with stakeholders and external partner organizations.
Ability to work with people of all racial, ethnic, and socioeconomic backgrounds.
KNOWLEDGE, SKILLS, AND ABILITIES:Expertise in child development, early childhood mental health, trauma-informed practices, and/or family case management.
Excellent supervisory skills that focus on reflective practice, racial equity, and building a culture of continuous improvement.
Management of complex public and private grants and contracts, including outcomes, deliverables, reporting, and compliance.
Ability to create and track budgets and revenue sources, and exercise reliable judgment about spending decisions.
Experience with data management, including collecting, managing, and analyzing data, and putting together reports.
Ability to utilize qualitative and quantitative data and analysis, using tools and perspectives rooted in equity, to develop program goals and outcomes.
Demonstrated experience in building trust with individuals from a variety of diverse backgrounds and income levels.
Excellent agenda-building and facilitation skills that skillfully bring forth and navigate differing perspectives and find common ground with which to move forward.
Deep understanding of structural and institutional racism and experience keeping equity at the fore in decision-making.
Strong interpersonal skills and ability to communicate clearly and kindly with internal and external stakeholders whether in-person, in writing, over the phone, or virtually.
Proven ability to develop collaborative relationships and partnerships with a focus on Black, Indigenous, and People of Color-led organizations and communities.
Experience and confidence working with a variety of software, such as the full MS Office suite, (including strong Excel skills), Adobe Acrobat, OneDrive, SharePoint, ChildPlus, CaseWorthy, and MS Teams.
Skill utilizing databases as a user (report pulling, etc.)
is strongly preferred.
Proven ability to provide leadership within a team environment.

Ability to work independently, exercise sound judgment, and assume responsibility for the completion of tasks.
Flexibility to work occasional evening and weekend hours; Valid Washington driver's license, insurance, and a reliable vehicle at his/her disposal.

COMPENSATION:Base Salary Range: $62,444.00-$73,463.00 Extended Salary Range: $62,444.00-99,175.00 FLSA Status: Non-Exempt/Exempt This is a full-time salaried position requiring work during BrightSpark Early Learning Services Business hours, Monday through Friday from 8:30 am-5 pm, and requires a willingness to work some evenings and weekends.
The salary range indicated in this posting represents the minimum and maximum salary range for this position.
Base salary will be used when considering compensation for a new employee.


Actual salary will vary depending on factors including, but not limited to, budget available, prior experience, knowledge, skill, and education as they relate to the position's qualifications, in addition to internal racial equity.
The posted salary range reflects just one component of our total compensation package.


Other components of the total compensation package may include participation in group life, health and/or dental insurance, retirement plan, wellness program(s), paid time off, and paid holidays.
