UDR is seeking qualified candidates for Program Manager opportunities in Richland, WA to support the Hanford Site. Work Location:  The primary work location under this subcontract shall be at various Hanford locations, including telework, which may be permitted if our client can accommodate. Requests for alternative work locations shall be coordinated between the client and the employer.  Scope of Work Program management support representative(s) shall be the primary point of contact between the Subcontractor and the Buyers Technical Representative (BTR) under this subcontract. They shall receive and execute, on behalf of the Subcontractor, such technical directions as the BTR or PS may issue within terms and conditions of this subcontract. All program management support changes shall be reviewed with the BTR prior to implementation. Notice of resource support changes shall be communicated to BTR as follows:New Hires – Within one week prior to start date, unless otherwise requested, and agreed upon, with the BTR.Resignations – Within 1 business day of notice.Resource Alignment Changes – Within one week prior to change being implemented.Issues of performance or concern shall be communicated to the BTR and/or PS as follows:Within 1 business day.If concern is related to the safety of others or the threats to sensitive information, notification shall be made immediately.Program management support shall be available by cell phone for phone calls, emails, and Teams meetings as needed during normal working hours.The Subcontractor shall provide program management support to include the following responsibilities:Provide oversight of day-to-day work to ensure that customer expectations are met.Provide leadership within all scopes of this subcontract.Oversee training, safety training, candidate screening, and Employee Job Task Analysis (EJTA) for team members.Oversee, assist, and be able to perform the work scope as requested for administrative staff in times of absence as required.Maintain equipment in good working order using established site processes.Write, review, and maintain operating procedures/desk instructions relative to operations. Ensure documentation is reviewed and updated annually or sooner if requirements or business processes change.Communicate with BTR, Procurement Specialist and BTR management on a regular basis, including but not limited to, work scope changes, issues, customer meetings.Maintain team error rates below customer expectations. If errors are above expectations, implement quality control improvement steps.Identify and implement business process improvements in coordination with BTRSubmit monthly reports to BTR and Procurement Specialist and provide input on team activities.Submit weekly reports on work performed.Participate in audits, assessments, and corrective actions when requested.Attend all required meetings, including but not limited to bi-weekly program meetings with BTR and Procurement SpecialistMaintain required trainingMust perform and handle issue escalation for employees when notified by BTR, Procurement Specialist, and/or BTR Manager as needed.Coordinate with and notify BTR of resource support changes such as new hires, resignations, and other alignments.Inform BTR of time-off and nonstandard work hour requests of all staff.Manage and communicate to the BTR any back-up assignments for employee absences.Conduct meetings with employees to discuss HMIS processes, procedures, safety, and additional updates as needed.Coordinate and collaborate with HMIS Administrative Manager on a regular basis. Minimum Qualifications Required Required QualificationsMust have at minimum, 2 years of experience managing employees.Must demonstrate the understanding, ability, and expertise to manage a subcontract of this size and scope.Must possess strong, professional, and effective, written, and verbal communication skillsProficient computer skills in Microsoft Office to include Word, Excel, Outlook, PowerPoint, and Teams.Desired QualificationsPrevious administrative support experiencePrevious Correspondence Control Processing experiencePrior Hanford site experience Security and Badging Requirements For any on-site work the employee shall wear a Buyer issued security badge identifying themselves.  A minimum of two (2) working days advance notice is needed for site badging. Employees will be required to submit to vehicle searches and not personally carry or transport certain prohibited articles. Site Access and Work Hours Hanford personnel at the Hanford Site work a standard 4/10 schedule.  The standard work week consists of ten (10) hours of work between 6:00 a.m. and 4:30 p.m. with one-half hour designated as an unpaid period for lunch, Monday through Thursday.   Work performed outside normal operating hours shall be coordinated and/or approved through the BTR and/or the  Procurement Specialist prior to performing the work.
