DescriptionThe Resource and Referral (R&R) Program Manager is responsible for managing all aspects of the Resource and Referral activities in two California counties in compliance with California Department of Social Services (CDSS) regulations, developing the staff and program resources required to provide a financially sound, high-quality R&R program for providers and families in fulfillment of Catalyst's mission, values, and goals.

Essential Job Functions: Program Development & Quality Support staff in developing and implementing financially sound quality programs based on CDSS and private funding terms and conditions.Develop self-audit tools and implement those and the Contract Monitor Review (CMR)/Desired Results criteria to assess program quality and effectiveness; utilize the outcomes to develop goals and objectives and continuously improve quality standards to maintain CMR/Desired Results Compliance.Develop, demonstrate, and maintain effective working relationships and communication with staff, peers, management, community liaisons, providers, parents, and governing agencies.Collect and report data required by funding agencies.Ensure Child Development (CD) Desired Results and quality standards are reflected in the program design and implementation.Ensure communication and relationships with clients, providers, families, and community are established and sustained.Ensure accurate and current records are maintained to meet State and private funding terms and conditions.Establish and maintain fiscally sound planning, budgeting, and resource utilization practices for each contract or program.Develop and implement an appropriate budget between $500,00-$1,500,000+ for each contract/program by following budget guidelines.Establish financial goals, manage and report in a timely fashion the financial activities to Senior Director.Control all costs through prudent purchasing of materials and services and careful management of staffing.Ensure financial goals for each program, including achieving revenue targets and administrative expense controls, are met.Ensure revenue growth and new program development are formulated and implemented.Community Engagement Proactively participate in community and state organizations. Strategically plan and implement client-based services to meet the needs of the community/region.Strategically take proactive actions to grow the business with new community contacts.Make authentic connections to the local community. Continually assess community needs, involve the community in planning and adjust program and services to meet community needs.Participate in local, regional, and statewide organizations and advocacy efforts on behalf of children, families, and providers.Plan large and small scale events to support training and outreach goals.People & Performance Management Ensure mission and values are communicated to all staff; behavior and outcomes of program staff are consistent with the values.Ensure talents acquired for each program and key talents/high performers are retained.Ensure performance criteria and expectations for each position are clearly communicated.Conduct Annual Performance Review on time and provide regular feedback to staff.Management of the program team with a size ranging from 5-10 staff.Collaborate with all Community Managers to support common mission, vision, and goals.Support other business initiatives as needed.Travel: 10%-30%, including 2 visits per year to meet with direct reports onsite at various locations
Qualifications & Requirements: Education The MINIMUM formal relevant education required by the position.
Bachelor's degree in Child Development, Social Services, or related fieldExperience The MINIMUM relevant experience necessary to qualify for the position.
2-3 years' experience in program management, resource & referral, or related field1 years' experience managing a team, 2 years or more preferred
Other Qualifications: Experience in early childhood education field preferredWorking knowledge of accounting, budgeting, staffing, marketing, and business management highly desirableProficiency in language(s) other than English preferredShift Type: Full Time, Exempt, On Site

Compensation: $85,823 - $128,734 annually
