The Maryland Department of Housing and Community Development (DHCD) is a nationally recognized leader in the financing and development of multifamily affordable business and community development, and single family lending. DHCD has an immediate opening for a Program Manager, Senior II, Director, Multifamily Asset Management in the multifamily (MF) division.
Located in the Division of Credit Assurance, the MF (Multifamily) unit provides asset management for a large (and growing) portfolio of loans under a variety of programs with an outstanding aggregate loan portfolio balance of over $1.3 billion used to finance affordable housing projects throughout the State of Maryland. The multifamily team ensures the performance and security of MF loans made by DHCD and the quality of the projects financed by these loans.
The Director of Multifamily Asset Management (MF Director) reports to the DCA (division of Credit Assurance) Deputy Director and must possess the knowledge to assist the DCA Director and Deputy Director in the overall administration of the Division of Credit Assurance's Multi-Family Asset Management team. The MF team oversees the physical and financial condition of multi-family housing projects, monitors the performance of private firms servicing the loans, plans and implements strategies needed in cases of loan default, payoff, foreclosures, and disposition. The MF Director assists the DCA Director and DCA Deputy Director in oversight of asset management functions, multi-family mortgage insurance programs, and daily oversight for finance, risk management, planning and general divisional administration.

LOCATION OF POSITION
7800 Harkins Road Lanham, MD 20706. The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.
POSITION DUTIES
The Director of Multifamily Asset Management (MF Director) reports to the DCA Deputy Director, and must possess the knowledge to assist the DCA Director and Deputy Director in the overall administration of the Division of Credit Assurance's Multi-Family Asset Management team (a staff of 25+ individuals) which oversees all of DHCD's multi-family loan portfolio. This team oversees the physical and financial condition of multi-family housing projects, monitors the performance of private firms servicing the loans, plans and implements strategies needed in cases of loan default, payoff, foreclosures, and disposition. The MF Director assists the DCA Director and DCA Deputy Director in oversight of asset management functions, multi-family mortgage insurance programs, and daily oversight for finance, risk management, planning and general divisional administration.
The Multifamily Director must report regularly to the DCA Director & DCA Deputy Director regarding any problems that may negatively affect DHCD's finances and the continued availability of low-income rental housing in the State of Maryland or put DHCD at risk.
The Multifamily Director must strategize and plan for environmental, market and structural risks impacting the MF (multifamily) loan program portfolio of DHCD, the Community Development Administration (CDA) and the Maryland Housing Fund (MHF), a unit within the Division of Credit Assurance (DCA) and the State's mortgage insurance agency. In addition to overseeing multi-family loans, DCA is responsible for monitoring multifamily loans insured by the MHF. In addition, DCA oversees the extended use compliance monitoring (years 15 through 40+) for affordable housing projects financed with low income housing tax credits. In addition, DCA is responsible for overseeing Real Estate Owned (REO) operations for assets acquired by the Department through enforcement action, including the fiscally responsible and prompt preservation and disposition of such assets.
This position supervises the management and monitoring of all multi-family services for DHCD insurance and loans with regard to collection, forbearance, foreclosure and loss mitigation activities within the collections section. Also, this position supervises the performance of high level technical underwriting analysis of lenders' applications for mortgage insurance on multifamily individual buyers and housing projects and developments, implements and enforces policies, and creates procedures and systems to evaluate and monitor multifamily projects and lender and servicer performance within the compliance sections.
MINIMUM QUALIFICATIONS
Education: A bachelor's degree from an accredited college or university.
Experience: Four years of experience in underwriting, credit analysis, servicing, compliance, asset management or risk mitigation, at a state or Federal housing agency or a public or private lending institution - or similar experience at other than an agency or lending institution working with multifamily residential or other commercial assets - including at least two years in a management, supervisory or other leadership capacity.

Additional professional and job experience as defined above may be substituted for on a year-for-year basis for the required education. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff works that include the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-to-year basis for the required education and experience. DESIRED OR PREFERRED QUALIFICATIONS
At least eight years' experience in compliance review or asset management of commercial loans or multifamily affordable housing projects and properties.
At least six months work experience with Federal affordable housing, subsidy or loan programs such as Risk-Sharing Program, HOME, USDA Rural Development, LIHTC, Section 8, Section 811 and RAD and compliance monitoring protocols (e.g. HOTMA, NSPIRE, REAC).
At least four years' experience in a finance, accounting or audit position at a public or private organization reviewing or working with commercial financial statements.
