JOB DESCRIPTION JOB TITLE: PROGRAM MANAGER FLSA: EXEMPT DEPARTMENT: EMPLOYMENT SERVICES LOCATION: WESTCHESTER COUNTY, NY REPORTS TO: DIRECTOR OF EMPLOYMENT SERVICES SALARY: $60,000.00 to $70,000.00 SUMMARY: Under the Supervision of the Director of Employment Services, the Program Manager has oversight for establishing and maintaining activities to develop locate and secure job opportunities for program participants; marketing programs and coordinating job and occupational skills training resources for our clientele. DUTIES & RESPONSIBILITIES: Manages a team of Westchester County employment specialist, job developers, workshop facilitators, QA specialist and program assistant based at several sitesVisits staff at various sites to ensure performance standards are maintainedWorks in collaboration with other WCDSS staff to ensure the best outcomes for participantsAttends community and workforce development meetings to establish and maintain relationships with community partnersOversight for establishing and maintaining relationships with employers and community service providersInitiates and maintains ongoing contacts with a variety of business and industry representatives and job placement/training agencies to promote programs for participant placement.Explains the benefits and employment support services provided to employers, including addressing employer's special need and post-employment retention services.Leads the team to research the internet, newspapers, local agencies, and in face to face activity for resources leading to potential employment opportunities.Drives the team to locate jobs for participants who have successfully completed training programs and/or are enrolled within contracted programs, instructing participants in job seeking, application procedures resume writing, interview preparation and job retention skills when necessaryMonitors the collection of data from employers related to job orders including job requirements and skillsPerforms internal audits to ensure program complianceKeeps updated regarding job fairs happening within the surrounding areaDevelops employer resources and has oversight for staff's maintenance of a job bank.Oversight for the staff delivery of job readiness training workshops for program participants, simulating workplace experiences and providing job search/career information workshops and presentations to consumers when needed.Ensure staff submit Weekly Activity Reports, Placement Reports and Contact Log at the conclusion of each week.Monitor participant's performance on the job and counsel consumer's when job performance is less than satisfactory.Day to day management of staff including ongoing performance evaluation and formal supervision meetings. EXPERIENCE, EDUCATION AND SPECIAL REQUIREMENT: Bachelor's Degree and FIVE years of experience in management, sales, marketing, job development, social/human services and/or employment and training programs working with disadvantaged adults. An understanding on how to navigate and assist the shelter population to seek and engage in employment services. Must have supervisory experience. Excellent computer skills and experience of using and running reports in a database Must be able to effectively market and represent our programs, our clients and services to employers. Must be able to effectively communicate in writing and orally as, the ideal candidate will make presentations, facilitate job readiness workshops and make a connection with various business representatives. In addition, the ideal candidate must be able to utilize time management techniques to organize and prioritize work to meet contracted deadlines & timelines. The ideal candidate drives and owns his/her own reliable vehicle to get to all his/her sites as scheduled. The candidate must equally divide his/her time at all assigned work sites to provide ample support, guidance and leadership to the team. The ideal candidate will be required to promote professional development of his/her team. Must be able to hold the team accountable to themselves and to leadership. Maintain focus on our contractual outcomes while developing a highly proficient employment service program throughout shelter sites.
