Robeson County Disaster Recovery Coalition, Inc. is committed to ensuring that individuals and families impacted by disaster fully recover. We understand that when disasters strike, they tear apart the fabric of community. All too often those living in underserved communities, BIPOC, or marginalized populations are at a greater disadvantage of recovering fully because of the lack or absence of access to the goods, services, and resources they need. The Program Support Specialist will assist in supporting and implementing the purpose and goals of the FABRIC project. As a program support specialist, you will play a key role in supporting various aspects of our organization, such as event coordination, research, finance, reporting, communications, and operations. The ideal candidate must be meticulous and possess excellent communication and organizational skills, especially in handling program objectives and satisfactory client outcomes. The purpose of the FABRIC project is to provide long term recovery in underserved disaster affected communities to mitigate barriers to building resiliency. The goals of FABRIC (Fully Accessible Recovery in Communities) is to Educate, Equip, and Elevate individuals and families by providing free workshops and resiliency training; providing free supplies for rehoming for long term recovery; and providing disaster case management for long term recovery to support families impacted by natural or man-made disasters by providing unmet needs assistance to aid in full recovery. This project is a grant funded by the Center for Disaster Philanthropy and is expected to run through March 2025.

The Program Support Specialist will work closely with the Project Director/Executive Director to implement the goals of the FABRIC project. The person in this position will need to have disaster case management experience to coordinate necessary services and resources to address the client's complex disaster recovery needs to re - establish normalcy. The program support specialist will work with survivors impacted by any natural or man-made disaster to make an in - depth assessment of their needs, develop a recovery plan, and identify resources needed to meet recovery goals. The recovery program is a cooperative effort directed by the Robeson County Disaster Recovery Coalition, Inc. (RCDRC) and consisting of a coalition of partnering faith based, nonprofit, and government organizations, individual community partners and disaster survivors.
Answer telephone, screen, and route calls, take messages. coordinate appointments, schedule events, educate and access community resources, Perform outreach to identify vulnerable persons in need of services and referrals.  conduct research, manage office equipment, compile reports, participate in meetings, develop visual presentations, Perform intake interviews via phone and/or in person, linking survivors to resources for urgent needs. Conduct comprehensive, individualized, strengths - based, and culturally responsive assessments of each client's disaster recovery needs and available resources. Oversee delivery of service from and payment to companies or vendors providing service or materials. Responsible for maintenance of case review documents and for storage, cataloging and retrieval of documents. Maintain the integrity of working documents and update documentation when revised. Maintain systems for document storage and retrieval and provide guidance on efficient system usage. Responsible for document security, for assigning access, and for retention of documents. Advocate with and for clients preparing for and making case presentations on behalf of client; - actively participate in long term recovery groups where such exists; and - provide support and advocacy with governmental and non - governmental agencies and organizations when necessary. EDUCATION AND EXPERIENCE : Bachelor's degree required. Two or more years' experience or any equivalent combination of education, training and supervisory experience which has provided the requisite knowledge, skills, and abilities.
KNOWLEDGE, SKILLS, AND ABILITIES: Ability to lead case management process and facilitate and report program project management. Demonstrate helpful inter - personal skills such as: - A genuine care and respect for individuals, families, and communities served. - cultural competence relative to the population served. - ability to document, or to access an alternate method for documenting the client record. - ability to recognize and draw upon client strengths. - sensitivity to the needs of individuals, families in crisis and awareness of the impact of the disaster on the community, the family, and the individual. - interest in exploring options with clients, with respect for their autonomy, appropriate service boundaries and self - awareness. possess excellent critical thinking skills, listening skills, writing skills, customer service skills, executive level administrative skills, data entry, program management, PowerPoint, excel, Word, etc. Bilingual in Spanish a plus, but not necessary. Possess no outside business interest that may conflict with the organization's goals and objectives. PHYSICAL DEMANDS : The employee is frequently required to sit, stand, walk, use hands-on tools and computers and may occasionally lift up to 25 pounds. Other requirements are usual and customary to disaster case management. Document storage and retrieval may require lifting boxes of documents, carrying documents from one place to another, and storing boxes on shelves or in file cabinets. Handling documents requires repetitive motion. Will use a variety of scanning and computer equipment, requiring proficient reading, understanding, and writing ability. Candidates should have good keyboarding skills and manual dexterity. *The best candidate must pass a background check.
