Delta Solutions & Strategies is hiring a Programming Documentation Developer to join our team at Whiteman AFB, MO. The 509th Civil Engineering Squadron (509th CES) is responsible for all civil engineer functions for the installation to include operating, maintaining, and repairing the installation infrastructure and managing the military construction program. Additionally, the 509th CES operates base utility systems and infrastructure to provide potable water, storm and wastewater removal, liquid fuels, electrical power, and a steam heat plant. The purpose of this contract is to provide project development and backlog support personnel to augment the above-mentioned functions of 509th CES in support of Whiteman AFB.
\n What you'll be doing:The purpose of this position is to serve as a project programmer, performing routine programming and base development duties in support of out-year projects requiring higher headquarters approval.Performs planning and programming for substantial multi-phase new construction, renovations, and improvement projects for real property facilities, including utility systems, utilizing knowledge of Air Force civil engineering principles and standards. Prepares, develops or reviews cost estimates, schedules, and specifications related to a wide variety of projects and systems, to include airfields; roadways; site/area development; drainage; foundations; structures; transportation; drainage and other systems of major size and complexity for use on a military installation, airfields, multi-story office buildings, large utility plants, hospitals, hangars, flight simulators, and similar structures. Uses cost estimating tools to produce government estimates and program projects (PACES/TRACES AND RS Means/e4Clicks). Assesses validity, feasibility, and impacts (economic, environmental, etc.) of projects and base development actions, and integrates with overall installation plans. Performs or supports requirements programming for variety of programs such as O&M, MILCON, non-appropriated fund (NAF), military family housing (MFH), etc. Ensures project programming accurately reflects requirements to ensure project scores appropriately in the Air Force Comprehensive Asset Management Plan (AFCAMP) process. Provides direction, interpretation, and adaptation on applicable guidelines (i.e. AFIs, UFC) for project implementation. Maintains compliance with Air Force CE Business Rules, Fiscal Law (i.e., appropriations), and Anti-Deficiency Act. Keeps abreast of emerging technology for incorporation into projects and program.The Engineer will have access to unclassified automated information systems including email, in accordance with DoD 5200.2-R, Personnel Security Program, personnel must have at a minimum, a completed favorable National Agency Check plus Written Inquiries (NACI). What you'll need:Bachelor's degree requiredExperience with programming and project documentation 3+ years general or facilities construction project related experienceExperience with facility construction requirements and subsequent systems.Experience with NFPA Life Safety and other applicable codes; building codes and standards, regulations applicable to Air Force standards, policies and guidelines.Be prepared to submit proof of all certifications, training and licensing.
