Job Title: Site Project Controls Senior Specialist Location: Hillsboro, Texas Type of Role: Contract POSITION OVERVIEW: Our team is currently looking for a Site Project Controls Senior Specialist for a client in the New Energies industry. This position is accountable for rendering timely to the Site Manager and other management the effective assistance concerning the schedule, cost control, contracting administration by proper communication with stakeholder and providing analysis, reports and suggestions with consulting internal and external parties. This role requires a deep understanding of project controls, particularly within the renewable energy sector, to ensure projects are completed on time, within scope, and on budget. RESPONSIBILITIES AND ESSENTIAL DUTIES: Review, analyze and finalize construction schedule proposed by EPC contractor in line with interfacing schedule of grid operator, owner supply material, permit application, mobilization of O&M staff and any other activities handled by owner. Consolidate and analyze owner scope activities to reflect to project schedule. Review and analyze progress report provided by EPC contractor, material supplier, Owner Engineer, and internal activities against established benchmarks and performance indicators to prepare internal project progress report with analysis and insight. Check daily reports, collect various data with observing site activity to summarize close out report as historical data. Identify and address any deviations from the project plan, recommending corrective actions as needed. Observing and forecasting any schedule risk to quantify to keep to risk register and monitor. Coordinate with contractor, supplier, engineers, management and other stakeholders to ensure project plans are aligned with overall project goals. Collect various cost data as payment to contractor, supplier, staff man-hour cost and other expense to keep cost control sheet. Verify invoice submitted by EPC contractor, material supplier, Owner Engineer, and any other 3rd party to support site manager to endorse or oppose payment process. Implement cost controls measures and conduct regular audits to ensure project deliverables are aligned with scope and budget. Collect information and data of potential change order (positive and negative back chargeable) as well as cost-saving opportunities to register and monitor until closing. Support to site manager to review field expense budget and staff mobilization plan corresponding to actual status and revised schedule. Conduct financial analysis, forecast cash disbursement plan considering progress, material delivery mobilization schedule, and actual expense spent. Prepare monthly cost control report related with EPC contractor, material supplier, owner staffing including owner engineers and field expense. Review and evaluate change order notice, change proposal from the contractual and technical perspective working together with discipline site representative, owner engineer and legal team to support site manager and other management to make decision and counter proposal. Support site manager and discipline representative against any claiming through letter, e-mail and verbal communication to make counter reply to claimer. Initiate change order request upon request by discipline representative subject to the confirmation by site manager and approval by management. Support new bidding process as O&M contractor selection by preparing RFP, proposal evaluation and contract awarding. Observing the anticipated trouble and disputation to keep in the risk register with mitigation. Serve as the primary point of contact for project controls-related inquiries. Facilitate effective communication and collaboration among project stakeholders. Provide training and support to project team members on project controls processes and tools. Identify potential risks and develop mitigation strategies as described above. Conduct risk assessments and implement risk management plans. Draft monthly progress report as per designated format including risk status. Summarize data and information as historical data and keep lesson and learnt for close out report. Join weekly and monthly progress coordination meetings and organize clarification meetings, if necessary. MINIMUM REQUIREMENTS: Bachelor's degree in engineering, Construction Management, Business Administration, or a related field. Minimum of 7 years of experience in project controls within the renewable energy sector. Minimum of 5 years of experience working at a project construction site. Proficiency in project management software (e.g., Primavera P6, MS Project) and financial management tools. Knowledge of utility scale solar project best practice in terms of work sequence, constructability, economics and so on. Knowledge of FEDIC basis contract documents. Strong analytical and problem-solving skills with effective risk management and mitigation strategies. Excellent communication and interpersonal skills. Certification in Project Management (PMP, PRINCE2) or a related field is preferred. Experience of discipline engineer or field supervision of industrial project is preferred. Experience of contracting or procurement of EPC construction project is preferred. Advanced proficiency in project planning and scheduling techniques. Strong financial acumen and experience in budgeting and cost control. Ability to analyze complex data and generate actionable insights. High attention to detail and commitment to quality.
