Project Director – Systems of Care Reports to: Chief Operating Officer

Main Function: With minimal supervision, as part of a leadership team and assigned to work on behalf of Onondaga County, provide leadership and project management to support building the system of care for youth with serious emotional disturbances and developmental disabilities. Responsibility includes working collaboratively with Onondaga County to plan and implement project activities, transform the way families navigate the complicated requirements of several systems, and organize and implement trainings for Mental Health providers. Contact with the public is extensive.
Duties: Monitor the implementation of the projectProvide leadership, direction, and guidance for planning and implementing the project.Oversee all project activities related to SAMHSA, including evaluation, social marketing and communication, cultural responsiveness, and community engagement.Respond to the direction of the Principal Investigator to achieve project's goals, objectives, and expected outcomes and to plan sustainability of critical activities of the initiative.Ensure all parts of the project are culturally and linguistically responsive to populations served in the development, implementation, and evaluation of programs, services, and training.Build System of Care governance structure to include the population of focus.Manage program expenses in keeping with budget guidelinesUnderstand project budget and ensure project activities/expenses stay within budget.Monitor current contracts and spending.Prepare program reports and required fiscal data as needed.Maintain appropriate records and prepare necessary reportsEnsure that all required documentation is completed and maintained per grant requirements.Complete required reports as directed by supervisor.Implement a system to measure quality initiatives and program outcomes. Monitor the status of Program Outcomes data and Agency dashboard.Supervision of assigned staffProvide direct supervision to the Lead Family Coordinator and other staff as deemed necessary by the Principal Investigator.Provide ongoing direction, support, and performance evaluation of assigned staff.Document performance concerns and follow up with disciplinary action as needed. Work in conjunction with HR as needed.Community and TeamworkDevelop a strong interagency collaboration, one that is culturally competent, respects all players, and builds a true partnership.Establish and maintain internal and external communication mechanisms and contacts needed to facilitate program operations.Participate in Agency and community meetings, committees, and task teams as identified by supervisor.Follows Agency standards and proceduresFollows and ensures department staff are trained and follow agency standards and procedures.Maintains compliance and ensures department staff maintain compliance with applicable contract requirements.Provides and ensures staff provide person-centered, trauma-informed, quality services.Other duties as assignedEducation & Experience: Bachelor's Degree in Human Services related field and 4 years' experience serving children with complex needs. Master's Degree in Human Services related field and minimum 2 years' experience serving children with complex needs preferred. Experience in project management preferred. Strong leadership skills required. Experience in children's systems of care preferred; experience providing services to, or on behalf of, youth with developmental disabilities preferred. Bilingual preferred. 1 year supervisory experience preferred.
Conditions of Employment: Must possess a valid NYS Driver's license and have transportation necessary to meet departmental needs. Must have a flexible schedule able to accommodate occasional early morning, evening, or weekend commitments.
