Navajo Preference Employment Act
In accordance with Navajo Nation and federal law, TCRHCC has implemented an Affirmative Action Plan pursuant to the Navajo Preference in Employment Act. Pursuant to this Plan and corresponding TCRHCC Policy, applicants who meet the necessary qualifications for this position and (1) are enrolled members of the Navajo Nation, Hopi Tribe, or San Juan Southern Paiute Tribe will be given preference in hiring and employment for this position, (2) are legally married to enrolled members of the Navajo Nation, Hopi Tribe, or San Juan Southern Paiute Tribe and meet residency requirements will be given secondary preference, and (3) are enrolled members of other federally-recognized American Indian Tribes will be given tertiary preference.
POSITION SUMMARY The incumbent is responsible for the supervision of the project coordinator, coordination, implementation, and completion of specific projects. Ensures consistency with company strategy, commitments, goals, meeting project deadlines and budgets while providing technical direction and ensuring compliance with quality standards. Coordinates the construction efforts through in-house and contract labor for new construction and rebuilding projects; responsible for construction personnel safety and the quality of work performed; mediates between contractors, workers and senior project managers; and carries out the inspection of construction site and material, keeps a tab on the documentation, generates and updates the project files and reports. Prepares designs, specifications and estimates, conducts preliminary site investigations to obtain baseline data, and then prepares design criteria for smaller or less complex portions of the projects including additions and renovations to existing structures or landscapes.
NECESSARY QUALIFICATIONS Education: Bachelor's Degree in Construction Management, Engineering and/or Facilities Management-related fieldBusiness Management or Business Administration: with applicable construction or facilities management project experience.Experience: Two (2) years of direct work experience in commercial construction projects or Facilities Management projects with project management experience.Two (2) years of experience in practical work related to construction, engineering, or facilities management.Demonstrated experience in strategic planning, risk management, and people management with use of project management software, techniques, and/or toolsDemonstrate knowledge of safety, security, OSHA, EPA, EEO regulations, practices, and proceduresDemonstrate knowledge of multi-disciplinary engineering principles, theories, concepts, practices, standards, methods, techniques, materials, and equipmentOther Skills and Abilities: A record of satisfactory performance in all prior and current employment as evidenced by positive employment references from previous and current employers.Positive working relationships with others; efficient team management skillsPossession of high ethical standards and no history of complaintsReliable and dependable; reports to work as scheduled without excessive absences.Good communication (verbal and written) and interpersonal skillsAbility to resolve conflicting situations; effective problem-solving skillsAbility in managing job/project sites with trade contractors and multiple employeesMust have a current and valid state driver's license with no restrictionsSuccessful completion of and positive results from all background and reference checks.Submission of all required employment-related documents free of false, misleading or incomplete information.MENTAL AND PHYSICAL EFFORT The physical and mental demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Physical: This position requires frequent sitting, walking, standing, reaching, and maintaining balance. Occasionally the job requires driving, climbing, kneeling, crouching, testing bending and carrying. Incumbent must be able to lift, push and pull for greater than ¾ day up to 24 lbs.; and, occasionally lift-up to 50 pounds. Requires availability for responding to emergencies at night. Sensory requirements for this position are to have the prolonged ability for hearing normal speech and telephone use. Must be able to frequently utilize far vision, near vision, and color vision.
Mental: Exercise independent judgment to ensure high standards for facility safety and accessibility. Incumbent must be able to work prolonged times during workday to cope with high levels of stress; make decisions under high pressure; cope with anger/fear/hostility of others in a calm way; manage altercations; concentrate; handle a high degree of flexibility; handle multiple priorities in stressful situations; and demonstrate high degree of patience.
Environmental: Incumbent may be frequently exposed to infectious diseases; dust, fumes, gases; extremes in temperature or humidity; and, hazardous or moving equipment.
ESSENTIAL FUNCTIONS Monitor all phases of a project and promptly address any changes to the original scope of services and the impact to the project schedule and budget.Designs, modifies, develops, and writes specifications. Prepares, designs concepts and ability to convey ideas and formulate working drawings.Evaluates state-of-the-art scientific and environmental/engineering technologies and incorporates into the planning, design, operation, maintenance, repair, and upgrade of installation natural and built infrastructure.Make determinations and provide recommendations addressing new project schedules and/or feasibility of pre-determined schedules.Administer purchase orders for materials and supplies, including verification of invoices, with approval of Director of Facilities Management.Ensure that construction activities move according to predetermined schedule. Communicate effectively with the contractors responsible for completing various phases of the project.Monitor the progress of the construction activities by periodic inspection and hold regular status meetings with all the sub-teams.Present final project report, handover project documentation, release project resources and conduct project review with the Director of Facilities Management.Complies with the established Hospital Standards for Life Safety and Joint Commission Standards.Attend meetings as arranged by Leadership, Supervisors, and Health Officials as required.Supervising and overseeing construction personnel with renovation, remodeling and new construction.Directly overseeing each project budget and staying within project budget.Ensure proper PPE is always worn while on duty.Complete all donning and doffing tasks in a safe acceptable method.Complete task training for all routine cleaning and decontamination processes.Ensure all "red zone" tasks and call backs are per House Supervisor's and Department Manager's PPE requirements.Performs other duties as assigned.
