This position is available at a Project Manager or Senior Project Manager level, dependent on the years of experience. Candidates for the Project Manager role will be entry level or will have a few years of experience preferable including a regulated facility, utility, vendor, or regulatory experience related to his/her job function. Candidates for the Senior Project Manager role will need a minimum of five years of industry experience, preferably including a regulated facility, utility, vendor, or regulatory experience.
Primary PurposeTo provide project management, under the general direction of the Senior Director, for generic operational, safety, and technical regulatory issues being addressed by NEI in order to bring these issues to a satisfactory resolution and closure and to monitor issues potentially affecting NEI members.
Principal Duties and ResponsibilitiesThis position is accountable for the management and coordination of pertinent activities and information concerning one or more generic operational, safety, and technical regulatory issues being addressed by NEI. Situations may arise where a senior project manager may be assigned to coordinate or participate with other NEI staff members and NEI members on a team to address an issue with the objective of bringing the issue to an acceptable resolution. The incumbent has a responsibility to keep his or her Senior Director informed of the status of the respective issues.
Responsibilities include any projects, as assigned, within the range of issues that are the responsibility of the Fuel & Radiation Safety group or Technical & Regulatory Services Division at large. Program areas include but are not limited to: generic issues involving the front-end of the fuel cycle; uranium recovery; certain byproduct materials issues including isotope production, source security, transportation of non-spent fuel; cyber security for facilities other than power reactors; research and test reactors; radioactive waste management; as well as general regulatory and technical matters affecting this category of NEI members.
This position is responsible for developing an accurate definition of the issue; for providing an analysis to NEI management for their determination if there is a generic industry issue requiring resolution, and if so, to assign a priority; for preparing a plan for resolution of the issue, and to provide the necessary information for communication to NEI staff members and NEI members. He/she must also possess strong strategic planning skills in his/her area of responsibility.
This position requires careful coordination of industry activities related to specific issues, including coordination with NEI members and with other industry organizations to include both domestic and international professional organizations. Routine interaction with the NRC, and other Federal and State government agencies under the direction of the Senior Director is also required to maintain effective communication on the issues and plans for resolution. Additionally, he/she must have the ability to interact with senior managers of NEI members on matters under his/her area of responsibility.
The incumbent is required to properly utilize and coordinate NEI Working Groups and Issue Task Forces, as well as any other applicable NEI or industry sponsored committee or activity. He/she may be required to chair an Issue Task Force or other NEI sponsored meeting. Also, he/she will support NEI sponsored meetings as needed, e.g., NEI's Nuclear Strategic Issues Advisory Committee, Suppliers' Advisory Committee, and Fuel Supply Committee.
The incumbent must have the ability to communicate effectively and diplomatically, with all disciplines and levels within NEI, with the appropriate levels of member company personnel, with a broad range of industry personnel, including industry organizations, and with Federal and State regulatory agencies. This requires the ability to analyze and understand the components of an issue, from both the regulator's and the NEI members' perspectives, to prioritize the activities necessary for resolving the issue. Analytical abilities and an excellent sense of judgment are imperative to the decision-making required in this position. The incumbent is expected to work independently with moderate to light supervision, depending on his/her level of experience.

Skills and AbilitiesIn addition to the technical/educational background identified below, the incumbent must possess excellent verbal and written communications skills. He/she must be skilled in effective persuasion and negotiation/resolution of conflicts and problems. The incumbent must be able to delegate responsibility and achieve results through industry contacts and task forces.
EducationBachelor's degree in engineering, or a related technical or scientific discipline. e.g., nuclear engineering, health physics, radiological science, or environmental protection.KnowledgeHe/she must be able to assess operational, program, staffing, and fiscal needs and be capable of analyzing complex written documents and technical issues.
A Senior Project Manager must possess the capability of, and consistently demonstrate, superior skills and attributes of the core competencies which are valuable to meeting the mission of the Nuclear Generation Division and NEI.
