The Capital Development Board (CDB) oversees the construction of new state facilities such as prisons, state parks, mental health institutions and college and university projects. In addition, CDB is responsible for renovation and rehabilitation projects at over 8,770 state owned buildings and spread over more than 100 million square feet of floor space.

Posting Identification Number 29307 Position Overview This position is responsible for the successful management of the assigned projects from conception to close-out, with minimal supervision and the mentoring of project manager trainees.
Under general direction, the incumbent is responsible for assisting in the development, analysis and coordination of capital programs' activities; contracting for the preparation of contract documents; document evaluation and review; managing design and construction and reviewing cost estimates. Requires travel and overnights.
Job Responsibilities 1. Assists with accurate development of capital programs and project budgets and achieving program objectives. Ensures proper execution of agency policies and procedures to manage and control capital construction activities. Coordinates between CDB staff, using agencies, consultants and contractors. Maintains current knowledge of codes, cost trends, new construction methods and new technological applications. Ensures project funds are spent properly and the project stays within budget; minimizes the number of Request for Proposal and Change Orders (RFP/CO).
2. Assists using agencies in the development of capital budgets to ensure that program requirements are met and resources are utilized cost effectively. Assists in the development of project descriptions, project scopes and budgets in coordination with using agencies and CDB's capital programs staff, by preparing survey documents. Shares project information with using agencies, CDB's Capital Planning Liaisons (CPL) and other parties, regarding activities and ensures that project design meets their requirements and continues to provide technical assistance and works in conjunction with the using agencies. Keeps the construction administration management apprised of project status and problems.
3. Ensures that design criteria, project designs, project budgets and project schedules are properly reviewed by CDB staff and consultants. Reviews plans and specifications to ensure compliance with all applicable design requirements and with the using agencies' programs. Monitors and controls design schedule and budget to ensure that consultant keeps project design within budget.
4. Participates in bid openings, reviews analysis of bids and recommends award of contracts, based on acceptable bid(s) presented. Reviews and approves Contractor's Schedule of Values (CSV) and verifies invoices for design and construction progress payments.
5. Attends field meetings, gives presentations and conducts inspections of job sites to assess progress on assigned projects. Reviews and monitors constructions schedules and facilitates construction progress to meet critical completion dates.
6. Reviews Requests for Proposal & Change Orders (RFP/CO) to determine justification, accuracy, coordination, estimated cost and impact on project. Reviews Requests for Proceed Orders (PO) to determine justification, accuracy, coordination, estimated cost and impact on project. Reviews and recommends approval of RFP/Co's and PO's and approves RFP/CO's and PO's up to the specified authorization level.
7. Compiles data and prepares reports using various computer software with architects/engineers (A/E's), contractors and using agencies to resolve project problems and acts as a resource to the constructions administration management, if they become involved. Obtains approvals by others and approves project substantial/final comletion certifications. Evaluates A/E's and contractor's performances. Assists in A/E selection.
8. Assists regional manager in training and administrative activities. Trains A/E's, contractors and using agencies on CDB procedures and processes, rules and regulations. Assists in mentoring of project manager trainees.
9. Performs other duties as required or assigned.
Minimum Qualifications 1. Requires a bachelor's degree in architecture, engineering, or a construction-related field and two years of construction experience.
2. OR a thorough knowledge of the above cited fields with a minimum of six years of experience.
Preferred Qualifications 1. Expertise in the principles and practices of architecture or engineering.
2. Experience collecting, analyzing and appraising technical notes and data regarding engineering reports and project problems.
3. Knowledge of building design, construction, remodeling and facility maintenance.
4. The ability to supervise work of other staff members and to instruct, guide and train others as a mentor.
5. The ability to read design drawings, project related documents and perform on-site construction projects surveillance.
Conditions of Employment 1. Requires ability to pass a background check.
2. Requires ability to travel occasionally; overnight stays may be required.
3. Requires a valid driver's license, vehicle insurance and access to a vehicle or other means of travel.
Physical Requirements 1. Ability to stand, walk, stoop, kneel and climb stairs and ladders.
2. Correctable vision for close work on design drawings, project related documents and onsite construction projects surveillance.
